The Municipality of Chatham-Kent has an opening for a temporary full-time Asset & Quality Management Program Analysts in the Asset & Quality Management division. This opportunity is for a period up to February 2029.


Job description


The Asset and Quality Management Program Analyst leads comprehensive asset and quality management initiatives. The analyst will develop and update Detailed Asset Management Plans for all municipality related services annually. The analyst will also ensure that continuous improvement and quality management related initiatives for services are implemented, documented and monitored to ensure success over time. The analyst will participate in the long-term financial plan development and upkeep to ensure that the Detailed Asset Management plans are connected fully to the budget process.


Essential responsibilities



  • Demonstrate Chatham-Kent’s core values and competencies

  • Prepare, update and maintain multiple Detailed Asset Management Plan annually as assigned by the Manager of Asset & Quality Management

  • Develop and maintain service-related Risk Management Plans by utilizing the formalized risk process as set out by the Chatham-Kent (Risk Identification, Analysis, Evaluation and Treatment)

  • Work closely with multiple departments and services within the municipality including Finance, Engineering, Planning, ITT to ensure silos are minimized and communication is enhanced.

  • Prepare Lifecycle models for critical infrastructure to ensure financial planning is accurate. Modelling will require resources for Acquisitions, Operations, Maintenance, Renewals and Disposal.

  • Measure and improve data quality for all elements of the asset management plans. Whenever data quality is bellowed the desired standard, the analyst will implement and continuous improvement activity to ensure the quality improves over time to achieve the desired standard.

  • Co-ordinate between each service, finance and planning to develop and document Demand drivers which will include each council’s specific priorities.

  • Develop and lead ongoing continuous improvement initiatives with all assigned Detailed Asset Management Plans over a 10-year planning horizon.

  • Lead and document quality management initiatives which can include the creation of Policies, Process Diagrams, Strategic Documents, Workflows and cross team plans.

  • Keep abreast of industry trends and technological advancements in asset & Quality management incorporating relevant innovations into daily practices

  • Prepare specifications and reports including the preparation of contract documentation for the procurement of tender and proposal bids

  • Prepare Climate related data for the Detailed Asset Management Plans in accordance with Councils Climate Action Plan

  • Co-ordinate data collection exercises with each Service provider to ensure that data quality is maintained and that essential data elements (condition, ESL, Age, Replacement Costs) are up to date and accurate on an annual basis

  • Prepare a long-term financial plan for each Services Detailed Asset Management Plan over a ten-year planning horizon and will connect with the 4-year budget planning process.

  • Collect, document and maintain condition assessments and infrastructure management studies for all related infrastructure assets.

  • Develop unique solutions with services to ensure that their broad range of challenges are addressed in each plan.

  • Effectively lead discussions with asset owners to ensure the Detailed Asset Management Plans are completed on schedule and is aligned with the principles of Asset Management

  • Respond to public inquiries about the Detailed Asset Management Plans

  • Liaise with other departments, agencies and general public on technical matters including providing ongoing asset or quality management education and training

  • Provide profession advice to internal and external committees and organizations as required

  • Assist in the preparation of committee and council reports, including investigations, analysis and recommendations for asset and quality management projects, initiatives and related matters


Essential qualifications



  • Three-year college diploma or university degree in either;

    • Civil Engineering program,

    • Financial Accounting Program

    • Other related Program



  • Asset Management Diploma or Certificates from recognized Asset Management programs such as IPWEA, IAM’s or other equivalent WiPAM organizations

  • Excellent knowledge using the following programs/software required:

    • Microsoft Suite (Excel, PowerPoint, Word)



  • Familiarity with the ISO 51000 and 3100 as well as best practices for both Asset Management and Quality Management is considered an asset.

  • Other desired traits include Strong communication and presentation skills, analytical and critical thinking and managing multiple continuous improvement projects to achieve long term objectives.


Work environment/hours of work



  • This position works both indoors and outdoors

  • This position works weekday hours, with occasional evening and weekend hours


Working Remotely


This position has been approved for remote working, at the discretion of the supervisor based on the Working Remotely Policy.


This position may be required to attend on-site meetings in order to complete essential responsibilities of the role.  As per the Working Remotely Policy, employees scheduled to work remotely on a certain day may occasionally be called to a municipal onsite work location on short notice.  Employees must remain flexible to accommodate municipal requirements and be prepared to be called in on short notice.


Driver’s licence/vehicle requirements


Because of the responsibilities, this position requires the successful candidate to have a valid class G (or higher) Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver’s abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2) convictions for the same offence; have no criminal code convictions; have no ‘non-medical or administrative’ license suspension in the preceding three (3) years.


Background check requirements


Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: Police Criminal Record Check, education/certification verification, and employment reference check.

  • Walking: frequent walking on level surface

  • Sitting: frequent sitting in chair and/or vehicle seat

  • Standing: frequent standing indoors and outdoors

  • Hands: frequent fine finger dexterity (movement), gripping, pinching, mousing


Benefits


This temporary full-time position has an hourly wage of $54.758 to $61.915 and will receive 15% in lieu of benefits (which includes group benefits, statutory & non-statutory holidays, and non-enrolment in OMERS) and 4% vacation pay. Where a permanent employee is receiving benefits and is the successful candidate for a temporary vacancy, benefits will remain as per the policy manual.


When internal employees are applying to temporary vacancy and want to maintain their permanent status: positions posted as “temporary” may be filled with permanent employees (full-time, part-time and call-in) who want to keep their permanent status provided their ability to be released to a temporary position is reviewed and approved with their current manager/supervisor before submitting an application.
