Saskatchewan Housing Corporation (SHC) provides a range of programs and services to help Saskatchewan people in greatest housing need. SHC also manages the financial contributions from the provincial, federal, and municipal levels of government and plays a lead role in the development of housing policies on behalf of the Government of Saskatchewan.

The Opportunity

The Government of Saskatchewan is seeking a visionary and strategic senior executive who is committed to building organizational value through leadership, collaboration, and results.

Based in Regina, the Assistant Deputy Minister, President and CEO position, offers an ideal opportunity for a highly skilled, collaborative senior executive to help shape the future of our province and make life better for Saskatchewan’s most vulnerable citizens.

Responsibilities 

Reporting to the Deputy Minister, the Assistant Deputy Minister, President and CEO will provide strategic direction to the Housing Division and Saskatchewan Housing Corporation to ensure affordable housing is available and accessible for Saskatchewan citizens, particularly those individuals and families in greatest need. In addition, this position will lead the ministry’s response to homelessness in collaboration with other human service ministries and community partners.

As part of the organization’s executive team, Assistant Deputy Ministers share responsibility for the development, planning and implementation of a strategic direction that aligns with the Saskatchewan Plan for Growth and ensures a ministry-wide perspective is incorporated into the delivery of programs and services.

As the Assistant Deputy Minister for Housing and the President and CEO of the Saskatchewan Housing Corporation (SHC), you will be responsible for:

  • Developing and implementing housing programs and services pursuant to The Saskatchewan Housing Corporation Act to people who could not otherwise afford adequate, safe and secure shelter;
  • Providing strategic and policy direction for the efficient management of approximately 18,000 social and affordable housing units and the development and delivery of new housing programs throughout Saskatchewan;
  • Managing fiscal and human resources to ensure the effective use of resources in meeting Ministry plan objective;
  • D irecting and monitoring the financial performance of SHC and managing the Corporation’s operating budget with a view to sustaining this essential housing portfolio over the long-term;
  • Leading the ministry’s approach, in collaboration with other ministries and community partners, to serve vulnerable Saskatchewan people who are homeless or at risk of homelessness; and
  • Building and maintaining strong working relationships with a variety of indigenous and community groups; the not-for-profit sector; the private sector; municipal and other provincial governments and the federal government.

Background and Competency Requirements

This opportunity is for experienced senior executives with an exceptional history of achieving results in collaborative environments, ideally within the field of public policy development and/or public financial management. In addition, you will have:

  • Leadership strengths that promote inclusion, engagement and  foster an innovative, collaborative environment;
  • A solid track record of building and maintaining credible relationships across a diverse group of internal and external stakeholders; 
  • In-depth knowledge of government legislative and regulatory processes and protocols, as it relates to public policy development and financial management;
  • Proven capability to identify and deliver key strategic insights, counsel, and policy to ensure decision making is made with the best possible advice;
  • Demonstrated ability to build commitment through collaboration, consultation and consideration of citizen and stakeholder impacts;
  • Well established consensus-building skills, strong leadership, and team-building skills, with an ability to mentor and develop staff to a high level of accountability; and,
  • Exceptional diplomacy, with well-developed written and oral communication skills and the ability to work with, and influence, a variety of stakeholders.
