Summarized Position Responsibilities: This role provides a proactive presence in areas where vulnerable community members congregate, building relationships and working closely with the City’s Community Support Specialist, local service providers, and individuals with lived experience to connect people with support services. The position represents the City on community forums, collaborates on initiatives such as clean-ups and PiT counts, and acts as a liaison with the RCMP and Fire Department on matters involving the vulnerable community. The role also investigates complaints, enforces bylaws through education, compliance orders, and fines where necessary, maintains enforcement records, collaborates with other Bylaw Officers, supports onboarding of new team members, and performs duties in accordance with Occupational Health and Safety regulations.
Our Ideal Candidate:
Completion of Bylaw I & II Enforcement certificate, or equivalent combination of education and experience
Courses and or certificates in related disciplines such as, but not limited to, cross cultural relations, mental health and substance use (Suicide prevention, Indigenous Cultural Safety, Harm Reduction)
Minimum of 2 years of experience working with individuals suffering from diverse challenges including mental health, homelessness, substance abuse and those in crisis situations
Basic First Aid
Pressure Points Control Techniques (PPCT) 5 day course, Incident Management Intervention Model (IMIM) or equivalent training/certification by an accredited organization i.e. RCMP
Ability to obtain and maintain a Police Information Check
Class 5 BC Driver’s License
Ability to correctly read and interpret municipal bylaws
Necessary knowledge of provincial and federal legislation in relation to bylaw enforcement
Demonstrated computer skills in Microsoft Office and the ability to use computerized databases
Excellent communication and listening skills
Ability to exercise courtesy, tact and diplomacy in sensitive and/or conflict situations, often in the face of substantial and unwarranted verbal abuse
Ability to be perceptive and persuasive
Effective communication skills, both verbal and written
Good organizational skills
