Job Description - Capital Projects Manager

Position Summary 


Seabird Island is dedicated to advancing infrastructure development that fosters growth, well-being, and sustainability within our community. The Capital Projects Manager will work collaboratively to oversee construction and renovation projects that address the needs of our community while ensuring long-term sustainability.



Under the guidance of the Director of Community Infrastructure, the Capital Projects Manager will provide culturally informed leadership for managing and overseeing capital construction and renovation projects. This role involves coordinating with various departments to ensure projects are completed effectively, on time, and within budget. Engaging with the community to align projects with the values and cultural needs of community members is central to this position.



This is a 3-year term contract with the possibility of extension.

What you'll do


Capital Projects Management



  • Oversee the lifecycle of projects, including securing permits, issuing RFPs/project bids, managing bids, overseeing site work, scheduling inspections, and ensuring timely and cost-effective delivery.

  • Prepare, negotiate, and manage requests for qualifications and proposals for projects. Develop legal and technical specifications and manage the selection process for contractors and vendors.

  • Develop and manage project plans and specifications to meet standards and client department expectations.

  • Prepare and negotiate contracts, manage procurement, and oversee vendor and contractor selection processes, in collaboration with the Director.

  • Monitor construction activities to ensure compliance with design, safety regulations, and building codes. Address issues promptly to maintain progress.

  • Establish and manage project budgets, providing updates and forecasts to stakeholders while implementing cost controls.

  • Create and maintain project schedules, ensuring milestones are met and deliverables are on time.

  • Lead resource planning, including the procurement of materials, equipment, and manpower, while maintaining inventory and avoiding delays.

  • Oversee recruitment and management of contractors, ensuring clear expectations and proper training in safety standards.

  • Foster a collaborative and culturally safe work environment.


Quality and Compliance:



  • Implement quality assurance measures to ensure high standards of workmanship and materials.

  • Conduct site inspections and ensure compliance with health, safety, and environmental regulations.

  • Identify and mitigate project risks proactively, ensuring smooth execution.

  • Actively monitor for potential issues, conflicts, or delays that may arise during the course of the project. Proactively address and resolve any concerns to maintain project momentum.


Community Engagement:



  • Engage with community members to ensure projects align with cultural values, historic sites, traditional sites, and address community needs.

  • Provide regular updates to internal and external stakeholders, including progress reports, financial updates, and milestone achievements.

  • Support the development of the First Nations Infrastructure Investment Plan by contributing to long term goals and resource allocation strategies.


Administrative Duties:



  • Maintain accurate and accessible project documentation, including contracts, plans, and reports.

  • Review and advise on blueprints.

  • Ensure confidentiality and ethical handling of sensitive information related to Seabird Island operations.


Other Duties 



  • Additional responsibilities as needed to support the community and uphold our shared values


 


What you bring 


Qualifications 



  • Bachelor’s degree in construction management, Engineering, Architecture, or a related field (master’s preferred).

  • Certifications such as PMP (Project Management Professional) or CCM (Certified Construction Manager).

  • Minimum of 8-10 years’ experience in capital project management, including 5 years in a senior or supervisory role.

  • Experience working with First Nations communities is strongly preferred.

  • Red Seal certification in a relevant trade is an asset.

  • Ability to read and understand blueprints.

  • Strong leadership, communication, and problem-solving skills.

  • Proficiency in project management tools and software.

  • In-depth knowledge of construction methods, materials, building codes, and regulations.

  • Excellent financial management and budgeting abilities.

  • Ability to prepare reports, correspondence, background papers, position papers, and presentations.


Preferred:



  • First Nations candidates are strongly encouraged to apply.

  • Lived experience as a member of a First Nations community.

  • Knowledge and understanding of Seabird Island’s culture, traditions, teachings, community dynamics.

  • Ability to respond quickly and professionally to community or colleague needs and inquiries.

  • Excellent writing, editing, and verbal communication skills.

  • Familiar with construction and project management software programs.

  • Conflict resolution and conflict management experience


Cultural Competency:



  • Deep understanding of First Nations cultures, traditions, and contemporary issues.

  • Experience working within Indigenous communities and applying culturally safe practices.

  • Understanding of intergenerational trauma and its impacts on Indigenous peoples and communities.


Working / Special Conditions



  • Initial and ongoing employment is subject to submission of a clear Criminal Record Review Program Check to ensure the safety and trust of the communities we serve. This check will be conducted every five years.

  • Initial and ongoing commitment to the values and guidelines of Sq'éwqel (Seabird Island Band), including our policies, procedures, standards of practice, and laws, is essential. This commitment

  • supports our collective work, the community, and the responsibilities of this role.

  • Must possess a valid class 5 driver's license and have access to safe and reliable transportation, insured for community-based use, to effectively engage and support projects, work, and initiatives.

  • Flexibility in working hours may be required, including evenings and weekends, to accommodate the needs and schedules of events, meetings, and engagements. Employees will be given as much notice as possible to any changes in schedule.
