About the role

Join the Lending Programs team, in the Senior Specialist, Financing Operations position. You will provide expert technical guidance in loan activities under the National Housing Strategy (NHS) and existing Affordable Housing programs. Be an expert in GSL and CRM and other systems as well as understanding and interpreting contracts, policies and procedures and contribute to their successful delivery. Ensure Lending programs daily operations are aligned with other CMHC operations, including Multi-Unit Underwriting, advancing, default management, servicing and Agreement Management. Help make delivering housing affordability solutions easy, by recommending innovative solutions, remaining focused on the client experience and managing risks to CMHC appropriately. This is a temporary position of a duration of 24 months. 

What you ‘ll do:

• Provide input and technical expertise in the development of policy enhancements for Affordable Housing, NHS programs and legacy programs.


• Provide risk assessments and guidance on policy exceptions with regards to loans management and provides recommendations for action, taking into account precedents the solution can set for future programs.


• Identifie sources of risk, gaps and deficiencies in controls with respect to loan administration and proposes mitigations to eliminate or reduce the impact on the Corporation and develops and recommends action plans to address and remediate identified control deficiencies and/or to correct deviations from policies, guidelines and procedures.


• Manage issues of a politically sensitive nature using critical thinking, judgment and experience to find a solution.


• Identify, assess, and mitigate loan administration, operational, and contractual risks while ensuring due diligence and compliance with CMHC policies, guidelines, and procedures.


• Partner with colleagues across advancing, default management, servicing, agreement management, risk 1B, audit and other business areas to deliver innovative financial solutions, enhance CMHC risk posture and a seamless client experience.


• Manage complex and sensitive issues, applying sound judgment, critical thinking, and expertise to balance client needs with CMHC's risk management objectives.


• Build and maintain strong stakeholder relationships while providing coaching and support to internal partners on Loan administration processes.

What you should have:

• An undergraduate degree in Accounting, Finance, Business Administration, Commerce, Law, or a related field, combined with a minimum of seven years of relevant experience in housing finance, lending, or contract management.


• Expert knowledge in contracts, lending functions and funding processes.


• Expert knowledge of NHS, legacy and Assisted Housing programs.


• An understanding of the implications of public policy and political environment on federal/provincial housing programs.


• Solid knowledge of risk frameworks and RAM, RAS and KRI concepts.


• Exceptional analytical and problem-solving skills, with the ability to assess complex risks, develop practical solutions, and make sound recommendations.


• Strong relationship management, communication, and negotiation skills, with the ability to influence stakeholders and effectively communicate complex information to diverse audiences.


• Excellent organizational and project management abilities, including the capacity to manage multiple priorities and deliver results in a fast-paced environment.
