Job Description - CCMS Outreach Caseworker

The Agency

The Program



The Community Case Management and Supervision (CCMS) program is part of the Canada Border Services Agency’s (CBSA) Alternative to Detention (ATD) framework. Consistent with the mission statement of the John Howard Society, the primary objective of the program is to supervise individuals in the community who remain cooperative with the CBSA but who may lack a bondsperson, or who require social service support in addition to a bondsperson to mitigate risk upon release into the community. Case management principles contribute to the management of that risk through the facilitation and coordination of necessary services. Those services are documented in a supervision plan, based on a comprehensive assessment of the client’s risk and needs. This provides for appropriate monitoring to allow for the release and supervision of an individual in the community.   



The Position


 


In this FTE 40 hour/week position, the CCMS Caseworker will work in an integrated and collaborative way to provide supervisory and referrals services, guidance, and empowerment for self-management within the community. Serves as moral support for individuals who are released from detention based on the case manager’s assessment. This is balanced with the understanding of the legal and immigration conditions of release imposed that allow such individuals to participate in the program.


 


Reporting to the Community Reintegration Program Manager this individual will practice client-centered case management; build supportive community relationships; complete casework documentation and data collection; and report outcomes. This role works in a hybrid fashion that combines onsite and mobile work to meet the needs of the program and support the staff and program participants at various locations throughout Calgary. As such, this position requires a valid license and vehicle.


 


The primary focus and areas of responsibility include:


 




  • Engaging with clients who are part of Canada’s ethno-cultural communities;

  • Comprehensive file reviews and release plan development that acknowledges community safety, client stability, and willingness to comply.

  • Completing all documentation including referrals, assessments, crisis plans/risk assessments, case notes, and funder reporting.

  • Providing guidance and strategies to support the clients dealing with direct and/or vicarious trauma;

  • Creating opportunities for participants to engage in programming, including but not limited to recreational, educational, and community involvement. 

  • Shared responsibility for on-call - overnight and possibly weekends


 


This role works in a hybrid fashion that combines onsite and mobile work to meet the needs of the program and support the staff and program participants at various locations throughout Calgary. As such, this position requires a valid license and vehicle.


 


The scope of employment may include:



  • Sitting at a desk for multiple consecutive hours to complete administrative tasks and file reviews.

  • Transporting clients to appointments and performing other duties in your personal vehicle - with compensation for mileage.



  • Arranging and/or assisting with move-in and out, this can require lifting up to 50 lb

  • Utilizing crisis intervention strategies to de-escalate potentially violent or high-risk situations

  • Exposure to biohazardous materials


 



Experience and Education:


 


The successful CCMS Caseworker will have a post-secondary education in a relevant discipline (i.e., human services, social work, etc.) and will have experience working with the target population, preferably with 2 years of experience in Intensive Case Management and community supervision. Knowledge and experience of corrections is an asset. Brain Story Certification is considered an asset.
