Chief Executive Officer

Job Purpose:

This position is the senior executive responsible for the strategic operation, growth, and development of Cold Lake First Nations. The Chief Executive Officer (CEO) acts as the primary liaison between the political body and the administration, ensuring that the Chief and Council’s vision and strategic objectives are effectively executed. The CEO provides high-level oversight of the organization and day-to-day administrative and program delivery while focusing on long-term organizational sustainability, governance, and external relations.

Duties and Responsibilities:

• Serve as the primary advisor to the Chief and Council, providing strategic insights, background material, and high-level reports on organizational progress.


• Ensure that all directives, vision, and strategic plans established by the Chief and Council are implemented across the organization.


• Provide direct supervision, mentorship, and performance evaluations for direct executive reports.


• Participate in the negotiation of major contribution agreements, service contracts, and inter-governmental partnerships.

• Analyze and assess the long-term development of the organization, ensuring programs and structures continue to meet the evolving needs of the community.


• Assess overarching programming levels and provide strategic recommendations to Chief and Council regarding the creation of new major initiatives or the restructuring of existing services.


• Analyze and evaluate finalized external contracts and high-level service agreements to ensure alignment with organizational goals, legal guidelines, and regulatory requirements.

• Lead the development of overarching organizational policies, governance structures, and strategic plans in collaboration with the Chief and Council.


• Provide final executive review and endorsement of administrative and financial policies prior to implementation.


• Present formal reports, briefs, and operational updates generated by the executive team to the Chief and Council.

• Lead strategic initiatives to identify and secure major new sources of community revenue and funding partnerships.


• Provide final executive review and approval of the annual budget (prepared by the Director of Finance) prior to submission to the Chief and Council.


• Maintain high-level oversight of organizational funding utilization, ensuring financial health and alignment with strategic priorities.


• Ensure the organization adheres strictly to established financial policies and reporting requirements.

Note: Duties may change at the discretion of the Chief and Council.

Knowledge, Skills, and Abilities Required:

• A Bachelor’s degree in Public Administration, Business Administration or a related field; a Master’s degree would be an advantage.


• Extensive experience working in a senior executive position with a proven track record of strategic planning and organizational leadership.


• Demonstrated ability to empower and oversee senior management to effectively execute operational duties.


• Excellent verbal and written communication skills, with a strong ability to navigate political environments and work closely with Chief and Council.


• Expertise in analyzing complex contracts, negotiating high-level agreements, and ensuring regulatory compliance.


• Demonstrated judgement, diplomacy, tact, and strategic decision-making skills.


• Ability to establish and maintain strong professional relationships with government entities, industry partners, citizens, and the general public.


• Deep knowledge and understanding of the aspirations of First Nations people for self-determination and an understanding of Northern Alberta’s First Nation political, governance, socio-economic, and community issues.

Working Conditions and/or Physical Requirements:

• Office environment. Monday to Thursday 8:30am – 4:30pm, Friday 8:30am – 2:00pm.


• Working hours can vary and may require a flexible schedule depending on type of assignment or work plan task.


• Evening and weekend work may be required to attend meetings, events, and community engagement sessions.
