CLINICAL PROJECT SPECIALIST -Temporary Full Time


Status: Temporary Full-Time (1.0 FTE) Until February 19, 2027


 Reporting To: Supervisor, Integrated Clinical Projects & Administration 


Date Available: March 16 or 30, 2026 


Hours of Work: 7.75 hours per day, 38.75 hours per week


Exempt/Non-Exempt: Non-Exempt 


Program: Patient Access & Attachment 


Classification: Program Specialist III 


Salary Range: $36.42 - $52.13 per hour


Closing Date: March 1, 2026

Position Summary


Reporting directly to Supervisor, Integrated Clinical Projects & Administration and in collaboration with the Clinical and Patient Access and Attachment leadership teams, the Clinical Project Specialist (CPS) provides oversight and leadership for Mosaic Primary Care Network clinical projects. Projects will include both Quality Improvement (QI) and Quality Assurance (QA) as well as other projects to support clinical operations and service delivery enhancement including but not limited to: grant proposals, general business writing and communication, clinical education development and delivery, change and stakeholder management and data capture, analysis and reporting.

The CPS possesses advanced communication and coordinator skills and is a key contributor in the planning, implementation, operational transition and sustainability of Mosaic PCN clinical projects. This position requires the consistent application of an evidenced based approach to clinical projects and must consistently demonstrate application of strong skillsets in critical thinking, complex problem solving, relationship building, facilitation, and communication (written, verbal and non-verbal).


Key Responsibilities


Project Planning and Implementation



  • Leads the planning and implementation of priority Mosaic PCN clinical initiatives.

  • Sequences and prioritizes project deliverables to achieve results on time and within the scope of the project; supports the project team in the prioritization and completion of project tasks.

  • Develops and implements project tools and resources as required.

  • Uses knowledge and experience of clinical data metrics to support project planning, implementation and sustainable operational continuity of initiatives.

  • Effectively engages stakeholders across a wide sector of health professionals, service providers, administrative staff, and community partners.

  • Communicates project goals and builds commitment amongst stakeholders using innovative project and change management strategies.

  • Identifies barriers and opportunities for the implementation of projects, including the integration of IT and privacy where required.

  • Plans and facilitates project meetings.

  • Supports and facilitates project related education where required.

  • Works independently with limited guidance.

  • Identifies and escalates risk appropriately and participates in risk mitigation and management.


Leadership and Co-ordination



  • Acts as an expert resource to the project team.

  • Provides support to project team both on the ground and virtually as appropriate.

  • Supports the orientation of new project team members where required.

  • Collaborates with the leadership team and project management team members to support integration and contextual understanding across portfolios.

  • Facilitates, coordinates and supports change management and stakeholder management as it relates specifically to clinical projects.

  • Facilitates, coordinates, and supports the implementation of education initiatives attached to clinical projects.

  • Anticipates and assesses the needs of stakeholders accurately

Qualifications & Requirements


Education:


Required Education: 



  • Baccalaureate degree in health-related profession or related field.


Experience:


Required Experience:



  • A minimum of 3 years of progressive and related experience (a combination of relevant education and experience will be considered).

  • Experience leading projects within a multidisciplinary health care setting.

  • Experience with pathway and process development required.

  • Extensive experience in problem solving and concerns resolution.

  • Application of systems thinking, change management, and leadership strategies.

  • Extensive experience successfully managing difficult conversations, communicating effectively with diverse stakeholders, and influencing decisions for project outcomes.


Preferred Experience:



  • Direct clinician experience or extensive experience supporting diverse clinician groups is preferred


Knowledge/Skills/Abilities:



  • Advanced oral and written communication, interpersonal, relationship building and emotional intelligence skills.

  • Ability to communicate with clear articulation, professionalism and tact to diverse stakeholders, including in difficult situations.

  • Ability to successfully manage complex, challenging and potentially politicized situations requiring high degree of diplomacy.

  • Ability to effectively influence decisions to achieve successful project outcomes.

  • Requires an intermediate knowledge of Microsoft Suite (Word, Excel, PowerPoint, Visio, and Outlook).

  • Requires advanced knowledge and skill in planning.


Assets:



  • A master’s degree is an asset.

  • Prosci change management certification is an asset.

  • Experience with policy, guideline development is an asset.

  • Previous leadership or supervisory experience is considered an asset.

  • Working knowledge of Electronic Medical Records and clinical IT systems is an asset.


Working Conditions



  • Occasional evening and weekend hours required.

  • Ability to travel on public transportation or a valid driver’s license with access to own vehicle in good repair is required.

  • Willingness to work out of a number of sites, including non-conventional sites.
