Job Description - Commissioning Lead

North America Construction (1993) Ltd. – NAC Constructors Ltd. (NAC) is well known for our expertise in water and wastewater construction across Canada. Our self-performing team of almost 500 skilled professionals and experts in trades and engineering, comprehensively handles projects, from conceptualization to delivery. We also have extensive experience in fields such as civil, structural, process mechanical, building mechanical, electrical and instrumentation work. At NAC, our priority is to maintain the highest level of quality and safety. The depth of our resources is evident in the variety of projects we construct; from water filtration to wastewater treatment; dams to ethanol; we build it all….and more!

NAC is currently seeking a Commissioning Lead, initially for various Water and Wastewater Treatment Plant projects in the York Region and Greater Toronto Area.


Position Summary:


NAC Constructors Ltd. is seeking a Commissioning Lead to oversee commissioning, start-up, and handover activities for construction projects. The role is responsible for developing and executing commissioning strategies across mechanical, electrical, and control systems, ensuring compliance with contract requirements, schedules, budgets, and quality standards.


The Commissioning Lead will direct commissioning activities from planning through turnover, including coordination with project teams, subcontractors, consultants, and clients.


 


 

Responsibilities:



  • Lead all commissioning activities from planning through start-up, testing, verification, and handover.

  • Develop and implement comprehensive commissioning plans, including system boundaries, scopes, and execution strategies.

  • Integrate mechanical, electrical, and commissioning schedules into overall project timelines.

  • Coordinate M&E activities to ensure compliance with contract specifications, schedules, and quality requirements.

  • Manage Red Tag / Green Tag system for equipment start-up, testing, and safety control.

  • Review installations prior to commissioning and identify deficiencies with site teams.

  • Prepare, submit, and manage commissioning plans, documentation, and turnover packages.

  • Chair commissioning meetings and distribute minutes.

  • Supervise and witness commissioning tests, inspections, and performance verification.

  • Maintain commissioning documentation, including Article E updates and related contract records.

  • Support preparation of project documentation such as CRXs, CANs, and NCPCs.

  • Provide technical input during design and construction coordination meetings.

  • Ensure best practices for turnover, preservation, and change management processes.

  • Provide commissioning support to additional NAC Ontario projects as required.


Requirements:



  • Construction-related degree/diploma or equivalent experience (3–5 years minimum).

  • Experience commissioning mechanical, electrical, and control systems, preferably in municipal infrastructure.

  • Experience with wastewater treatment or pumping station projects ($10M–$20M) is an asset.

  • Strong knowledge of construction processes, engineering drawings, scheduling, safety, and cost control.

  • Demonstrated ability to develop and execute commissioning plans and manage project delivery.

  • Strong leadership, communication, negotiation, and problem-solving skills.

  • Ability to work with multidisciplinary teams and manage stakeholder relationships.

  • Flexible, organized, and able to manage shifting priorities and deadlines.

  • Ability to work on-site for commissioning events, with occasional remote work.

  • Valid WHMIS and Health & Safety Awareness Training for Supervisors.
