In partnership with Metrolinx, ACCIONA is playing a key role in the design and construction of the Eglinton Crosstown West Extension (ECWE), a 9.2-kilometre westward addition to Toronto’s Line 5 light rail transit network. This major infrastructure project includes seven new stations and installation of rail and systems under a progressive design-build model.

Beyond its technical scope, the ECWE project represents a significant investment in sustainable urban mobility, expected to reduce greenhouse gas emissions by up to 5,800 tonnes annually and eliminate over 6.5 million vehicle trips each year when combined with the full Line 5.

Job Description

Project & Work Package Management

  • Lead the COMMS work package throughout the entire project lifecycle up to substantial completion.

  • Oversee all phases including:

    • System design constructability review.

    • Quantities and estimation take off.

    • Preparation RFP documentation and lead the procurement process.

    • Equipment delivery

    • Installation

    • Testing & commissioning (T&C)

    • Service demonstration

  • Ensure activities are delivered on time, within scope, and aligned with project milestones.

  • Responsible for the cost control of the work package and the contract management of the subcontractors.

Technical Leadership & Coordination

  • Manage and supervise engineering designers and technical experts.

  • Ensure all system designs meet technical specifications, standards, and integration requirements.

  • Coordinate with the technical coordination team to ensure alignment across all project systems.

Supplier & Contract Management

  • Manage and supervise suppliers delivering COMMS systems and services.

  • Monitor supplier performance, deliverables, and contractual compliance.

  • Address technical and contractual issues with suppliers as needed.

Interface Management

  • Act as the main interface between:

  • Suppliers

  • Third-party stakeholders (designers, test managers, interface managers)

  • Ensure proper coordination between all involved parties for system integration.

Testing & Commissioning Oversight

  • Attend and oversee all supplier testing activities.

  • Verify test execution and validate results against requirements.

  • Prepare and issue test verification reports.

  • Support system acceptance and service demonstration activities.

Stakeholder Engagement

  • Interface directly with the client (e.g., Metrolinx or equivalent authority) and project stakeholders.

  • Ensure clear communication regarding progress, issues, and approvals.

Reporting & Documentation

  • Prepare and maintain:

    • Schedule progress updates

    • Monthly progress and performance reports

    • Certification progress and documentation

  • Manage certification processes and ensure acceptance of supplier certifications.

Required Skills and Competencies

Education

Bachelor’s degree in Telecommunications Engineering, Electrical Engineering, or a related field.

Professional Experience

  • 5–8 years of experience in communications systems deployment within railway projects.

  • Proven experience with:

  • Fiber optic systems

​  WAN (Wide Area Networks)

LAN (Local Area Networks)

Wi-Fi systems

SCADA

CCTV

TETRA or equivalent radio systems

  • LRT (Light Rail Transit) project experience is highly preferred.

  • Minimum 3 years of project management experience, preferably in complex infrastructure projects.

  • Technical Expertise

Strong expertise in designing and implementing:

WAN, LAN, and Wi-Fi networks in railway environments

Good understanding of system integration, testing, and commissioning processes.

Skills & Competencies

  • Strong leadership and team management skills.

  • Excellent communication and interpersonal skills for effective stakeholder engagement.

  • Ability to manage multiple interfaces and coordinate cross-functional teams.

  • Strong analytical and problem-solving abilities.

  • Proficiency in project planning, scheduling, and reporting tools.

Certifications

  • PMP (Project Management Professional) or equivalent certification is considered an asset.

Key Success Factors

  • Effective coordination between technical teams and external stakeholders

  • Strong control over schedule, quality, and supplier performance

  • Delivering compliant and reliable communication systems on time

  • Maintaining clear and structured reporting and documentation.
