The Corporation of the City of North VancouverPlanner 2 (Housing)Temporary Full-timeThe City of North Vancouver is the urban core of the beautiful North Shore and has a long-term vision to be ?The Healthiest Small City in the World?, with five key priorities to be a City for People, a Resilient City, a Vibrant City, a Connected City and a Prosperous City.The Planning and Development department is seeking to hire a temporary full time Planner 2 (Housing) for approximately four (4) years. Reporting to the Manager, Planning (Urban Regeneration and Analytics) the Planner 2 (Housing) will play an integral part in developing and implementing housing policy and research initiatives, coordinating affordable housing developments, supporting housing policy and projects related to the Official Community Plan and other long range policy initiatives, and liaising with a range of internal and external stakeholders to advance the City?s affordable housing objectives and project delivery.The successful incumbent will be responsible for undertaking housing needs assessments and developing new policy in alignment with identified needs and supporting housing development in the City. You will coordinate actions on homelessness and delivery of non-market housing, this will include leveraging opportunities from other levels of government to support increasing housing supply and choice within the City. You will also be central to the delivery of the City?s Housing Accelerator Fund initiatives and support the City?s response to recent provincial legislative changes. In addition, you will participate in public meetings and provide various planning groups, committees and Council with technical and professional expertise and guidance, prepare Council reports, recommend policy proposals for Council consideration and supervise technical and/or professional staff. Additional responsibilities include coordinating communications and engagement activities; establishing collaborative relationships with external stakeholders including non-profit housing providers, community organizations and representatives from BC Housing and CMHC; reviewing and providing advice on complex development applications (e.g. market rental and affordable housing developments); investigating potential grants, capital funding and other opportunities to enhance and sustain affordable housing objectives; and responding to information requests from the public, staff, council, and external agencies.You will have a University degree in an appropriate discipline, a post-graduate degree in Community/Regional Planning and sound related experience in housing policy and implementation or an equivalent combination of training and experience. Considerable related knowledge of public engagement, land economics, grant writing and management, industry practice, municipal governance, provincial legislation pertaining to housing, federal and provincial housing strategies/programs, policy creation and development is required along with a strong project management skill set. Membership or eligibility for membership in the Planning Institute of B.C. or the Canadian Institute of Planners is required. Attendance at evening Council, committee and public meetings is required for this role.For temporary full-time positions of eight (8) months or longer, a City employee who is successful on the posting will have the right to revert to their former position.Salary:$54.44 to $64.47 per hour + benefitsPay Grade 30 (2024 Rates)Hours of Work:The City of North Vancouver currently works on a compressed work schedule of 8:30 a.m. to 5:00 p.m., Monday to Friday, with one scheduled day off (Monday or Friday) approximately each three-week scheduling cycle.If you are passionate about making the City of North Vancouver an even greater place to live, work and play, apply on-line through the Career Portal at www.cnv.org by June 24, 2024.
