Job Description - Complex Case Worker

Association for New Canadians is a non-profit, community-based organization dedicated to  the provision of settlement and integration services for immigrants and refugees. 


 


Job Title: Complex Case Worker 


Location: St. John’s, NL 


Position Type: 1 full-time position until March 31, 2026, with a possibility of extension pending budget availability and satisfactory performance 


Closing date: Until filled 


 


Reporting to the Settlement Services Manager, the Complex Case Worker provides intensive, wrap-around support to Government-Assisted Refugees (GARs) with complex needs, addressing areas such as health, education, therapy, and social integration. This role involves conducting in-depth assessments, offering crisis intervention, and coordinating care in collaboration with internal teams and external partners. The incumbent also facilitates access to specialized supports, and maintains detailed documentation in line with IRCC case management requirements. Building trusting relationships with clients and staying informed on best practices through ongoing professional development are key components of the role. 


 


Roles and Responsibilities: 



  • Provides Settlement Case Management services to Government Assisted Refugee (GAR) clients following the RAP period, education, health, therapy, and social integration 



  • Conduct comprehensive client assessments to evaluate overall health, abilities, needs, and assets, and work with Settlement Services Manager and Manager Mental Health and Health Services to ensure wrap-around services for high needs GAR clients  



  • Co-develop Settlement Plans with GAR clients and their families, to establish goals and actions to support their settlement journey and integration 



  • Perform complex case management in individual, family, and group settings across office, school, and home environments, to support GAR clients where they are  



  • Provide crisis intervention and solutions-focused guidance for GAR clients  



  • Collaborate with the RAP, Settlement, and Child and Youth teams, as well as external community partners, including NL Schools, NL Health Services, and Gov NL Department of Children, Seniors and Social Development, to ensure a coordinated approach to client well-being and service provision  



  • Build trusting client relationships while respecting cultural and religious backgrounds and addressing specific needs 



  • Maintain follow-up with clients to monitor progress, ensure appointments are met, and achieve milestones identified in their plans 



  • Develop and deliver presentations to clients, staff, and community partners  



  • Conducts quarterly and as-needed Needs and Assets Assessment and Referrals Service (NAARS), and Refugee Health Screener-15 to monitor client well-being, needs and accomplishments  



  • Coordinate with Social Work Services to facilitate access to specialized services, accommodations, and resources for individuals with disabilities 



  • Record and compile client profile, service statistics and accomplishments using NewOrg, to include in monthly and quarterly iCARE activity reports and annual narrative reports   



  • Maintain accurate case files, statistical data, and stakeholder reports, adhering to deadlines 



  • Prepare detailed documentation to track client progress and ensure compliance with IRCC Case Management framework  



  • Actively participate in local and national committees and workshops to share information and stay updated on best practices 



  • Stay informed on policies and trends related to child welfare, settlement, and community development services 


 


 Qualifications and Experience: 



  • Bachelor’s Degree in Human Services, Community Development, Psychology, or a related field 



  • Experience working with vulnerable populations, preferably in a case management capacity 



  • Cultural awareness and sensitivity in working with diverse populations 



  • Demonstrated ability to manage clients with complex medical, psychosocial, mental health, or addiction challenges 



  • Experience collaborating with school systems and educators 



  • Proficiency in Microsoft Office Suite and Google Workspace 



  • Strong communication skills and ability to work in a team-oriented environment 



  • Ability to prioritize referrals, manage multiple tasks, and maintain attention to detail 



  • Crisis intervention and conflict resolution skills 



  • Knowledge of child welfare and community development services 



  • Competence in case file management and preparing stakeholder reports 


 


Conditions of Employment: 



  • Legal authorization to work in Canada  



  • Flexible to work outside of core hours (Monday-Friday, 9:00am - 5:00pm) 



  • Valid class 5 NL driver’s license and daily access to a reliable vehicle  



  • Travel will be  



  • Position is subject to a satisfactory Criminal Record Screening and Vulnerable Sector Check from the Royal Newfoundland Constabulary
