CSU Supervisor

About the job: 

Kent is looking for a Commissioning & Start-Up (CSU) Supervisor to support the Woodfibre LNG Project in Squamish, British Columbia.  The CSU Supervisor plans, coordinates, supervises, and executes commissioning and start-up activities to ensure assigned systems transition safely from mechanical completion through pre-commissioning, commissioning, start-up, performance testing, and final handover to Operations.  The role provides multidisciplinary field leadership during system completion and start-up and acts as a key interface between Construction, Engineering, Commissioning, Operations, Maintenance, HSE, vendors, and subcontractors. The CSU Supervisor will ensure commissioning and start-up activities are executed safely and efficiently in accordance with approved procedures, project requirements, applicable codes, and the Woodfibre LNG commissioning and start-up schedule.
 

Skills and Responsibilities:   

Responsibilities:

•    Plan, coordinate, supervise, and execute commissioning and start-up activities for assigned systems and areas.

•    Coordinate the transition of systems from Construction through mechanical completion, pre-commissioning, commissioning, start-up, and handover to Operations.

•    Review and execute commissioning plans, procedures, test scripts, work packs, and start-up sequences.

•    Verify mechanical completion and system readiness prior to commencement of commissioning activities.

•    Conduct and participate in system walkdowns to confirm installation completeness and commissioning readiness.

•    Generate, categorize, track, and coordinate closure of punch list items.

•    Verify installations against IFC drawings, P&IDs, specifications, vendor documentation, and applicable project requirements.

•    Ensure redlines, as-built documentation, and system completion records are maintained and incorporated into turnover documentation.

•    Coordinate multidisciplinary commissioning activities across mechanical, piping, electrical, instrumentation, controls, and process systems.

•    Oversee and coordinate flushing, cleaning, blowing, pressure testing, leak testing, and other pre-commissioning activities.

•    Coordinate electrical testing and energization activities with qualified electrical personnel.

•    Coordinate instrumentation calibration, loop checks, I/O checks, and control system verification.

•    Coordinate functional testing of mechanical equipment and systems, including rotation checks, lubrication, alignment, and equipment start-up.

•    Coordinate and witness interlock, trip, alarm, and shutdown testing.

•    Support verification of PLC/DCS logic, control sequences, cause-and-effect functionality, and operating sequences.

•    Ensure Emergency Shutdown (ESD), Fire & Gas, relief, alarm, and other safety-critical systems are verified prior to applicable start-up activities.

•    Coordinate and execute approved system energization and start-up procedures.

•    Ensure appropriate Permit to Work, Lockout/Tagout (LOTO), energy isolation, and safe work requirements are implemented throughout commissioning and start-up.

•    Coordinate with Operations during initial start-up, introduction of utilities and process conditions, and stabilization of systems.

•    Monitor system parameters and equipment performance during start-up.

•    Troubleshoot commissioning and start-up issues and coordinate timely resolution of deficiencies.

•    Support reliability runs, operational demonstrations, and performance testing.

•    Coordinate vendor and subcontractor commissioning and start-up activities.

•    Interface closely with Construction to establish system completion and turnover priorities.

•    Interface with Engineering and Design teams to resolve technical issues arising during commissioning and start-up.

•    Work closely with Operations and Maintenance personnel throughout commissioning, start-up, and system handover.

•    Coordinate with HSE personnel to ensure commissioning and start-up risks are appropriately identified and controlled.

•    Participate in Job Safety Analyses (JSA), HAZOP reviews, risk assessments, Permit to Work activities, and start-up readiness reviews as required.

•    Support management of simultaneous operations and changing system boundaries during commissioning and start-up.

•    Promote a strong, proactive, and zero-incident safety culture.

•    Maintain commissioning dossiers including checklists, test records, calibration certificates, inspection records, and supporting documentation.

•    Prepare and review system turnover packages and ensure documentation is complete prior to handover.

•    Prepare daily commissioning reports and communicate progress, constraints, risks, and priorities.

•    Track commissioning and start-up progress against project schedules and milestones.

•    Confirm systems have been completed, inspected, tested, and documented in accordance with turnover requirements.

•    Ensure outstanding punch items are resolved or appropriately documented and accepted prior to system handover.

•    Support final turnover and acceptance of systems by Operations.

•    Support training and familiarization activities for Operations and Maintenance personnel.

•    Supervise assigned CSU personnel and contractors, establish work priorities, and monitor performance and progress.

•    Promote compliance with applicable Kent, client, project, and site policies, procedures, standards, and commissioning requirements.

•    Ensure assigned personnel understand their responsibilities and complete required project and safety training.

These tasks will be within the reasonable scope of the employee's skills, capabilities, and role within the organization. Your knowledge/skills, education, and experience:  

Knowledge/ Qualification/ Training/ Certification: 

•    Bachelor’s Degree in a relevant engineering discipline or equivalent technical education and field experience.

•    Minimum five (10+) years of demonstrated commissioning and/or start-up supervision experience within the EPCI industry.

•    Previous commissioning and start-up experience on LNG, gas processing, oil and gas, petrochemical, or other major process facilities is strongly preferred.

•    Strong knowledge of system completion, pre-commissioning, commissioning, start-up, testing, and handover processes.

•    Demonstrated experience managing commissioning work packs from initiation through system turnover.

•    Strong understanding of multidisciplinary commissioning interfaces across mechanical, piping, electrical, instrumentation, controls, and process systems.

•    Experience with mechanical completion verification, system walkdowns, punch list management, and turnover documentation.

•    Knowledge of flushing, cleaning, blowing, pressure and leak testing, equipment preparation, energization, functional testing, and start-up activities.

•    Working knowledge of PLC/DCS systems, interlocks, trips, alarms, shutdown systems, and cause-and-effect testing.

•    Knowledge of commissioning and start-up safety requirements including Permit to Work, LOTO, energy isolation, and management of stored energy.

•    Ability to interpret P&IDs, IFC drawings, engineering specifications, cause-and-effect documentation, vendor manuals, commissioning procedures, and technical documentation.

•    Familiarity with applicable industry regulations, standards, codes, and safe commissioning practices.

•    Strong troubleshooting, problem-solving, planning, and organizational skills.

•    Proficiency with Microsoft Office and relevant commissioning management software.

•    Excellent command of the English language in both oral and written communication and skills.

•    Strong leadership, interpersonal, and coordination skills with the ability to operate effectively in a multidisciplinary commissioning environment.

•    Ability to provide clear technical and operational direction to commissioning personnel, contractors, vendors, and other stakeholders.
