Duties and Responsibilities:

Reporting to the City Solicitor the incumbent is responsible for:
  • Managing and providing direction to the departmental lawyers, and legal assistants in the Legal Services Division;
  • Supervising and providing legal opinions, direction, advice and services to Council, Corporate Leadership Team, City Departments, local boards and agencies in municipal, litigation, planning, real estate, commercial, labour issues, and other matters;
  • Representing the Corporation before administrative tribunals, and when requested by the City Solicitor attends Standing Committee and council meetings.
  • Managing, directing, and mentoring lawyers, and legal assistants;
  • Recruitment and staff evaluations through performance reviews for staff in the department; 
  • Ensuring efficient and effective distribution of caseload to lawyers;
  • Monitoring the operations and projects within the division to ensure value added to external and internal clients;
  • Acting as the first point of contact regarding many issues related to legal services provided for the Corporation;    
  • Will perform Occupational Health and Safety duties as outlined in the Corporation’s Health and Safety Program;
  • Will perform other related duties as required.
 

Qualifications:

 
  • Must have a University Degree in Law or Ontario Ministry of Education equivalency and over six (6) years of broad legal experience and/or other related experience;
  • Must be licensed by the Law Society of Upper Canada;
  • Must have the ability to travel to offsite locations in a timely and expedient manner as required. If method of travel is by vehicle a current valid and lawful Driver’s License is required in accordance with the Highway Traffic Act and must provide a driver’s abstract as a condition of employment;
  • Must have knowledge of the Municipal Act and other relevant legislation applicable to municipal administration;
  • Must demonstrate highly developed human relations and communication skills with the ability to effectively deal with staff, employee group executives, civic groups, committees, government agencies, elected officials, and the general public;
 
  • Additional qualifications include a combination of experience in related areas such as, budgeting and internal financial control, risk management, real estate law, problem solving, leadership, time management, report writing, and consensus decision making experience which may have been gained through a variety of organizational settings and in a variety of roles;
  • Should have knowledge of the Occupational Health & Safety Act, its regulations and knowledge of the hazards associated with the work;
  • Will be required to complete and remain current as per the requirements of the Corporation’s Management Certificate Program;
  • Progression through the Art of Supervision Program Certificate or a supervisory program of a similar nature is considered an asset.
