Role Overview

We are seeking a Senior I&IT Project Manager to coordinate governance, strategic planning, risk and issue management, stakeholder alignment, and executive reporting during the discovery phase of a major enterprise modernization initiative. The successful candidate will act as the primary liaison between business stakeholders, technology teams, and senior leadership, ensuring effective collaboration across all project workstreams and supporting the successful delivery of a large-scale enterprise project.

Key Responsibilities

Project Leadership & Governance



  • Coordinate cross-functional governance activities and maintain alignment among business stakeholders, technology teams, and executive leadership.

  • Provide senior project management leadership throughout the project lifecycle.

  • Manage project schedules, milestones, risks, issues, dependencies, and key deliverables.

  • Anticipate and resolve project issues to ensure successful delivery within budget, timeline, and quality objectives.

  • Plan and coordinate Executive Steering Committee, Director-level, and Working Group meetings.

  • Prepare agendas, meeting materials, minutes, and track action items.

  • Provide regular project status reporting to senior leadership, including progress updates, risks, issues, key decisions, financial status, and recommendations.

Strategic Planning & Reporting



  • Support Treasury Board, Management Board, and Strategic Planning Process submission activities.

  • Lead the development, coordination, and tracking of strategic planning deliverables.

  • Prepare executive-ready presentation materials and executive briefings.

  • Support future procurement planning activities.

  • Coordinate procurement-related activities.

Change Management & Stakeholder Engagement



  • Lead change management planning and implementation activities.

  • Foster collaboration across stakeholder groups to ensure project objectives and business outcomes remain aligned.

  • Support stakeholder readiness, adoption, and organizational transition activities.

Project Delivery & Methodology



  • Oversee project governance submissions, tracking activities, and project portfolio management processes.

  • Support onboarding and alignment with enterprise Project Portfolio Management (PPM) best practices.

  • Ensure adherence to established project management methodologies throughout all project phases.

  • Develop and maintain comprehensive project plans, schedules, milestones, dependencies, and critical path activities.

  • Ensure project governance, system development, and project management artifacts are completed and maintained.

System Development Coordination



  • Coordinate alignment of system development activities with project management phases.

  • Support requirements gathering, analysis, and design activities.

  • Coordinate implementation activities including development, testing, and deployment.

  • Support post-implementation reviews, lessons learned activities, and project close-out processes.

Required Qualifications

Core Requirements



  • Minimum 5 years of project management experience.

  • Experience managing large-scale enterprise technology projects.

  • Strong knowledge of business applications used for calculating annual funding allocations.

  • Demonstrated expertise in change management principles and methodologies.

  • Experience managing project schedules, milestones, risks, issues, and deliverables.

  • Experience supporting Treasury Board, Management Board, and Strategic Planning Process activities.

  • Experience coordinating procurement activities.

  • Strong executive communication and presentation development skills.

  • Strong stakeholder management and communication skills with the ability to facilitate meetings and discussions across various audiences.

Asset Qualifications



  • Previous public sector experience within a large and complex organization.

  • Experience designing or developing applications aligned with public-sector technology standards.

  • Strong understanding of ministry or government-related data challenges and considerations.
