POSITION PURPOSE
The Director of Lands and Resources provides strategic leadership, direction, and oversight for Yuułuʔiłʔatḥ Government’s Lands and Resources department, including the planning, negotiation, implementation, funding, regulatory administration, operational delivery, and financial management of programs, initiatives, and treaty-related responsibilities in alignment with YG laws, the Maa-nulth Treaty, and Executive priorities.
ACCOUNTABILITY
Program Management
Provides leadership in the interpretation, decision making, implementation, and operationalization of Yuułuʔiłʔatḥ Government Laws and regulatory authorities related to lands, resources, environmental management, harvesting, and stewardship activities.
Acts as the Approval Officerunderthe Yuułuʔiłʔatḥ Government's Land Act and Planning and Land Use Management Act for land use planning, subdivision development, and surveying to all Yuułuʔiłʔatḥ lands.
Lead in partnership with the CAO the implementation and operationalization of the Yuułuʔiłʔatḥ Government's Emergency Preparedness Act to ensure organizational readiness, coordinated emergency planning, and the development of effective response, recovery, mitigation, and community resilience frameworks across departments and external partners.
Oversees the implementation and administration of Yuułuʔiłʔatḥ Resource Harvesting Actin accordance with the Maa-nulth Treaty, approved harvest plans, and Executive direction, including harvest authorizations, annual reporting requirements, harvest planning, enhancement initiatives, stewardship activities, and associated training and operational frameworks.
Leads the development, funding, implementation, and evaluation of Lands and Resources programs, ensuring alignment with Yuułuʔiłʔatḥ Government's Laws, Vision, Mission, and Values.
Recommend and administer programming related totreaty implementation and other regulatory frameworks pertaining to Lands and Resources.
Oversees regulatory and operational processes to ensure departmental activities are carried out in accordance withYuułuʔiłʔatḥ Law, applicable legislation, and intergovernmental agreements.
Department Management
Provides strategic leadership, direction, and oversight for the Lands and Resources department, including organizational planning, operational coordination, and the effective delivery of departmental programs, services, and treaty-related responsibilities.
Works in partnership with Human Resources on all staffing matters, including recruitment, onboarding, employee relations, training and development, performance management, and succession planning.
Leads departmental work planning, priority alignment, and resource allocation, while monitoring progress against operational objectives, strategic priorities, and Executive direction.
Financial Management
Leads complex financial reporting, contribution agreement management, and budget administration related to Lands and Resources initiatives, including negotiating and administering amendments to Fiscal Financing Agreements (FFAs) and other provincial and federal funding agreements.
In collaboration with the CFO, develops and manages the departmental annual operating and capital budgets, ensuring fiscal responsibility, compliance, and effective stewardship of public funds.
Oversee the preparation and submission of funding proposals, financial reports, reimbursement claims, and supporting documentation for multiple funding streams and regulatory requirements.
Provides strategic oversight and accountability for departmental financial management, including long-term budget planning, financial forecasting, risk management, and alignment of resources with Executive priorities and operational objectives.
Administration & Reporting
Provides oversight and accountability for departmental administration, developing reporting systems, and records management to ensure operational effectiveness, organizational consistency, and compliance with legislative, funding, and reporting obligations.
Develops, implements, and administers departmental policies, procedures, standards, and operating protocols to support consistent operations, regulatory compliance, risk management, and effective program delivery.
Senior Management Team
Participates as a member of the senior management team in organizational strategic planning, governance discussions, policy development, and the advancement of Yuułuʔiłʔatḥ Government priorities and treaty implementation objectives.
Promotes strong interdepartmental collaboration, communication, and organizational alignment to support integrated service delivery, effective decision-making, and a positive and engaged workplace culture.
EDUCATION & EXPERIENCE
Required:
Bachelor's Degree in Natural Resources Management, Environmental Science, or related field (Master's Degree preferred)
8–10 years of progressively responsible experience in lands, resources, environmental management, treaty implementation, or related fields, including a minimum of 2–3 years in a senior leadership or management role.
Experience interpreting, applying, and administering diverse legal, regulatory, and legislative frameworks, including exercising delegated decision-making authority under applicable laws, policies, permits, authorizations, and treaty-related obligations.
Experience leading complex funding negotiations, developing funding proposals, administering contribution agreements, and managing multi-source budgets and financial reporting requirements.
Demonstrated experience working collaboratively with Indigenous governments, senior government officials, external agencies, industry proponents, and community partners.
Preferred:
Experience working with First Nations
Experience in planning, developing and implementing culturally appropriate land and resource management programs

Knowledge of environmental regulations and land management
Knowledge of marine stewardship and resource management
Understanding of treaty rights and land governance
