Job Description - Economic Development Manager

ABOUT WILLIAMS LAKE FIRST NATION (WLFN)



The Williams Lake First Nation (WLFN), or the T’exelcemc (people of WLFN) have belonged to the Secwepemc (or Shuswap) Nation for over 6500 years. Today, the WLFN community includes a growing population of over 800 registered members who live on reserve in Sugar Cane, in nearby Williams Lake, BC, and across the globe.

POSITION


The Economic Development Manager is a key contributor to Williams Lake First Nation (WLFN)’s economic growth, supporting business development, strategic partnerships, and long-term financial sustainability. Reporting to the Director of Legal and Corporate Services, this role is responsible for providing key leadership and planning for economic development initiatives, monitoring the effectiveness of economic development plans, managing relationships with external stakeholders and investors, and ensuring that initiatives align with WLFN’s strategic vision. The position works collaboratively with senior management, various departments, and WLFN’s corporate economic development entities to drive initiatives that foster prosperity for the Nation. This position will report to the Director of Legal and Corporate service.



Employment Type


Term (March 2, 2026, to June 4, 2027), full time, 35 hours per week.


 


Probation Period


3 months from the date of hire.


 


Education Required



  • Bachelor’s degree in business, finance, economics, or related field.


 


Experience Required



  • Previous experience in business development, corporate development, or a similar role is preferred.


 


Overtime Status


Non-exempt.


 


DUTIES & RESPONSIBILITIES





  1. In collaboration with the Director of Legal and Corporate services, develop and implement a Strategic Plan that reflects the value and priorities of WLFN. Monitor and evaluate the effectiveness of plans, adjusting as needed.

  2. Monitor and evaluate the effectiveness of strategic initiatives, adjusting plans and tactics as needed to ensure continued progress and alignment with WLFN’s objectives.

  3. Develop frameworks and best practices to ensure successful execution and long-term viability of economic initiatives.

  4. Provide strategic leadership for high-priority economic development initiatives, including real estate development, business incubation, and Indigenous tourism.

  5. Identify and pursue new business opportunities that align with WLFN’s strategic goals and promote economic sustainability.

  6. Supervise the Economic Development Assistant, ensuring alignment with WLFN’s economic objectives and effective execution of initiatives.

  7. Provide mentorship and professional development opportunities to build capacity within the economic development team.

  8. Foster a collaborative and performance-driven work environment focused on achieving measurable outcomes.

  9. Secure and manage key partnerships with external stakeholders, investors, and developers to advance major projects and initiatives.

  10. Leverage Impact Benefit Agreements (IBA) and other agreements to generate sustainable revenue streams for WLFN.

  11. Engage with community members to ensure that economic development initiatives reflect the needs and values of WLFN.

  12. Provide regular progress reports to Chief and Council, ensuring alignment with WLFN’s strategic goals and ensuring transparency.

  13. Supports the mission, vision, and values of Williams Lake First Nation.

  14. Contribute to the WLFN’s ongoing success by accomplishing other duties as required or assigned.



Skills And Abilities




  • Ability to complete strategic and other planning.

  • Ability to develop and analyze risk/benefits of business plans.

  • Effective negotiation and mediation skills.

  • Ability to effectively promote economic opportunities.

  • Proven experience in preparing and administering budgets.

  • Ability to effectively plan, organize and implement strategic objectives.

  • High professional and ethical standards and demonstrated sound work ethic.

  • Proficient use of information technologies (computers, mobile devices, etc.,) including Microsoft Office Suite, presentation development tools, online education programs, and social media channels.
