Job Description - Emergency Response Coordinator

POSITION SUMMARY


The Emergency Response Coordinator, reporting to the Council Secretariat, holds a crucial role in providing
comprehensive management, mitigation, response, and recovery strategies for the Westbank First Nation (WFN)
government. This position collaborates with regional partners to ensure adequate emergency response planning,
coordination, and execution. The incumbent will coordinate WFNs staffing response to emergencies and actively
participate in emergency response activities, including representing the local government at the Emergency
Operations Centre, planning sessions, and recovery efforts. They will be a required member of WFN’s Health and
Safety Committee.


EDUCATION/EXPERIENCE



  • Bachelor’s’ degree in a relevant field.

  • Certification in Emergency Management, Public Administration, or a related field or experience.

  • Minimum of three (3) years experience leading and coordinating emergency response activities, including training and development programs.

  • Experience working with an Indigenous government is preferred.  

  • Familiarity with Indigenous and local government operations, policies, and procedures is preferred.

  • Equivalent combination of education, training and experience may be considered

  • Criminal Record Check with results acceptable to WFN

  • Maintains a high level of confidentiality and uses discretion on all matters relating to the affairs of the Westbank First Nation.


JOB DUTIES/RESPONSIBILITIES



  • Collaborate with various departments to identify and clarify roles and responsibilities, ensuring that all
    tasks are clearly documented, and responsibilities are well-defined to prevent overlaps and confusion

  • Coordinate with the Occupational Health and Safety Officer and relevant departments to ensure
    compliance with occupational health and safety regulations and standards

  • Lead emergency response activities, including representing the local government at the Emergency
    Operations Centre during crises

  • Liaise with Provincial and Federal agencies related to First Nations emergency management

  • Collaborate with regional partners to develop and maintain adequate emergency response plans and
    protocols

  • Organize and facilitate emergency preparedness training sessions for government staff and stakeholders.

  • Oversee recovery efforts following emergencies or disasters, ensuring a swift and efficient return to
    normal operations

  • Maintain accurate records of all emergency response activities, including incident reports and after-action
    reviews

  • Performs all duties and responsibilities in accordance with the Westbank First Nation policies, standards,
    and procedures, and as assigned by the Council Secretariat


KNOWLEDGE/SKILLS/ABILITIES



  • Strong understanding of emergency management principles, practices, and protocols

  • Experience with short and long-term budget planning and grant preparation

  • Excellent communication and interpersonal skills to effectively liaise with internal stakeholders, regional
    partners, and the public

  • Ability to work well under pressure and make sound decisions in high-stress situations

  • In-depth knowledge of emergency management principles, including Emergency Operations Centers,
    Incident Command Systems and Incident Management Systems

  • Advanced computer skills, including Microsoft 365 and emergency management software

  • Experience coordinating emergency response activities, including incident command, resource allocation,
    and public communication

  • Familiarity with local, provincial, and federal emergency management regulations, guidelines, and funding
    streams

  • Strong analytical skills to assess and prioritize risks effectively

  • Experience in developing and implementing training programs for emergency response personnel


The median salary for this position is $71,405.82
