Job Description - Human Resource Analyst

Position: (3) Human Resource Analysts

FTE: Temporary, Full-Time

Department: Health PEI, Human Resource

Location: Any Health PEI location/ Remote

Salary: $$37.89 - $47.37 Per Hour

Start Date/Term Length: Commencing Immediatley For 1 Year with The Possibility of Extension

The Human Resource (HR) Analyst will provide expert advice, assistance and analysis to the Director of HR Analytics, Systems, Payroll, Learning and Development as well as to the Chief Human Resources Officer and Directors in HR in Health PEI.

The Health Human Resource Analyst provides a critical review of internal and external reports, forecasts, scans, and other pertinent health human resources information. This position works in collaboration with the Executive Leadership Team of Health PEI to ensure system-wide human resource requirements are evidence-based and effectively communicated. This position plays an integral role on the Organizational Development team and reports to the Director of HR Analytics, Systems, Payroll, Learning and Development section within the Human Resource Division.

Duties include:

  • Designs, develops and maintains analytical reports and spreadsheets to ensure accurate and timely information is available for management.
  • Makes recommendations and provides impact analysis to the Director of HR Analytics, Systems, Payroll, Learning and Development as well as to the Chief Human Resources Officer and Directors in HR , and Executive Leadership Team as a result of comparative analysis from initiatives in other provinces, emerging trends, and being mindful of costs and probability of success.
  • Provides expert advice to the Human Resources Planning process as well as other recruitment and retention planning and various committees
  • Provides high level data analysis of all Health PEI HR labour market data, including but not limited to forecasts, trend analysis, in depth review of age, service, and attrition data for all health professions and makes recommendations on current and future HR demands
  • Contributes expertise in the development of Health PEI’s strategic health human resource priorities.

Minimum Qualifications:

  • Must have an undergraduate degree in a related area with a concentration in either business/finance and human resources management;
  • Master’s Degree in a related area would be considered an asset.
  • Must have strong organizational skills and ability to manage large volumes of information while meeting multiple, time-sensitive deadlines.
  • Just have demonstrated an intermediate level of knowledge, experience and skill using Human Resource Information Systems (HRIS) or similar database applications (ie. Peoplesoft) as well as running queries and performing statistical analysis on gathered HRIS data.
  • Considerable experience and skills in the following areas:

-Human resource and labour market analysis, planning and costing, evaluation, research methods, and organizational design;

-Provincial, regional, and national health service delivery issues and initiatives, and the implications for PEI;

-The provincial health system, health programs, services, and policies;

-Program and policy analysis with a view to providing best practice advice and recommendations in respect of findings;

-Formulating and presenting options and advice to senior management;

-Managing projects;

-Developing briefing materials, presentations or documents with sound recommendations for senior management and various audiences.

  • Strong, interpersonal and collaborative skills, excellent oral and written communication skills, the ability to work comfortably in a complex and changing environment, the ability to carry out complex analysis, the ability to organize, plan and think strategically, a high level of analytical and research capability, and the ability to work as an integral part of a versatile team;
  • Ability to develop and manage relationships while participating on committees, project teams and working groups to contribute to an analysis of complex policy, program, human resource issues and initiatives;
  • Demonstrated equivalencies will be considered

Other Qualifications:

  • Human resources certification (CPHR) is considered an asset .
