Job Description - Human Resources Director

FLSA Classification is exempt. Human Resource Office is opened from Monday through Friday, 8:00 a.m. to 5:00 p.m. Attendance at City Council Meetings is required.

DISTINGUISHING FEATURES OF WORK:

Subject to the administrative direction of the City Manager to handle administrative duties concerning the Department of Human Resources; develops human resources policy, directs and coordinates human resources activities, such as employment, compensation, labor relations, benefits, and employee services, maintains records of the human resources activities; provide reports to City Manager and City Council; implement human resource laws and monitors the City’s compliance with human resource laws.

ILLUSTRATIVE EXAMPLES OF WORK:

  • Oversees the analysis, maintenance, and communication of records required by law; implements human resource laws and monitors the City’s compliance with the laws.
  • Administer and coordinate hiring for City employment except the City Manager, Department Heads, and employees subject to the jurisdiction of the Board of Fire and Police Commissioners, including but not limited to posting new jobs internally, advertising new positions, preparing, receiving, and maintaining job applications, verifying references, conducting, coordinating background and credit checks of prospective employees, and interviewing, testing and recommending applicants to the City Manager.
  • Coordinates and administers drug testing policies of the City.
  • Provide reports as to matters relating to the City’s human resources policies and practices to the City Manager and Council.
  • Consults legal counsel to ensure that policies comply with federal and state law.
  • Advises management in appropriate resolution of employee relations issues.
  • Responds to inquiries regarding policies, procedures, and programs.
  • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
  • Coordinates management training (i.e. discipline, performance review, safety, sexual harassment); coordinates and implements training programs and activities of employees.
  • Administers benefit programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence and employee assistance.
  • Keeps records of benefits plans participation such as insurance and pension plans, personnel transactions such as hires, promotions, transfers, leave balances, performance reviews, and terminations, and employee statistics for government reporting.
  • Assists and participates in negotiations with union organizations representing City Employees.
  • Insure compliance with Workmen Compensation laws and maintain records relating thereto; prepares reports for insurance carriers.
  • Prepares and administers annual budget for the Department of Human Resources and submits annually a fiscal proposed budget to the Office of the City Manager.
  • Perform such other duties as directed or assigned by the City Manager.

EDUCATION:

  • Bachelor’s degree from a four-year college or university in Communication, Business, Management, Administration, Human Resources, or other related field; or equivalent combination of education, skill, and experience in the these fields or experience and training equivalent to a degree.
  • Extensive knowledge of database, spreadsheet, and word processing software
    .

EXPERIENCE REQUIRED:

  • Five years of professional administrative experience.
  • Requires thorough knowledge of workforce methods and techniques in relation to in planning, coordinating, analyzing, implementing, and managing human resource programs and policies.
  • Requires extensive knowledge of laws and regulations related to City administrative policies and procedures.
  • Requires extensive knowledge of local ordinances and policies, State, and Federal laws, and regulations.

SIGNIFICANT RESPONSIBILITIES:

  • Requires ability to plan, direct and administer Human Resource Department.
  • Ability to supervise the work of subordinates.
  • Shows respect and sensitivity for cultural differences, treats others with respect and consideration regardless of their status or position.
  • Ability to prepare and compile departmental data for use in various types of reports.
  • Identifies and resolves problems in a timely manner; gathers and analyzes information skillfully.
  • Ability to work independently, confidentially, and efficiently without direct or continued supervision.
  • Develops alternative solutions; works well in group problem solving situations; uses reason even when dealing with emotional topics.
  • Evaluate and document employee performance. Issues oral and written warnings, leading to suspension and/or termination.
  • Requires ability to establish and maintain effective working relationships with City staff, City officials, general public and state/federal regulatory agencies.
  • Inspires and motivates others to perform well; contributes to building a positive team spirit.
  • Requires ability to effectively prepare and present oral and written reports and recommendations to the City Manager.
  • Requires excellent communication skills, written and verbal.
  • Requires strict confidentiality in daily duties.
  • Ability to successfully pass a background security and credit check.
  • Requires ability to exercise judgment and discretion in developing, implementing and interpreting policies and procedures.
  • Requires ability to effectively prepare detailed budgets, reports and related documents.

PHYSICAL REQUIREMENTS:

  • Occasional walking, reaching, bending, and lifting or carrying object under 25 pounds, requires the ability to sit for extended periods of time.
  • Use written sources of information, e.g. read reports, procedural documentation, reference materials.
  • Perform detailed work requiring visual acuity.
  • Use non-verbal auditory sources of information, e.g., alarms, beepers, pagers.

RESIDENCY REQUIREMENT:

  • Residency within the limits of Jefferson County is required of all City Employees.
