Job Description - IGA Analyst - Referrals and Special Projects

Yuułuʔiłʔatḥ Government (YG), through the Maa-nulth First Nations Final Agreement, is a modern treaty nation operating with a government-to-government relationship with Canada and British Columbia. As a self-governing Indigenous government, the Yuułuʔiłʔatḥ Government seeks to enhance Yuułuʔiłʔatḥ identity in all its operations, services, and relations.


 


Position Summary


Purpose


The Intergovernmental Affairs Analyst - Referrals and Special Projects is responsible for advancing Yuułuʔiłʔatḥ Government’s rights, title, and interests through full and timely treaty implementation.


 


The Analyst’s main responsibility is to coordinate YG’s responses to land and marine referrals that may impact YG lands and marine environment, resources, governance priorities, and, Yuułuʔiłʔatḥ culture/ways of life, as determined by the treaty. The Analyst ensures that all projects and activities referred to YG are reviewed, tracked, and addressed in alignment with YG’s referrals policy, treaty obligations, cultural values, and strategic direction. The primary, but not exclusive, focus is on forestry and reasonable opportunity referrals, as well as municipal and regional governments development referrals.


 


The IGA Analyst will also be assigned to special projects under the Department of ʕatinkinʔaała - Intergovernmental Affairs to advance treaty implementation based on skills and interests, as determined by the Director of ʕatinkinʔaała - Intergovernmental Affairs.


 


Primary/Core Responsibilities


Performs all duties and responsibilities in accordance with the Yuułuʔiłʔatḥ Government policies, standards, practices and procedures, as directed by Director of ʕatinkinʔaała (we are always connected) - Intergovernmental Affairs or designate. The role, as does IGA overall, involves significant interaction working and collaborating with other departments, particularly nism̓aakukqinʔaała (Always our land) - Lands and Resources Department, ḥaaḥuupač̓akukqinʔaała (Always our teachings) - Culture, Language and Heritage Department.


 


Referral Management



  • Receive, assess, and respond to referrals from provincial, federal, municipal and regional governments, Indigenous governments, and industry.

  • Conduct preliminary assessments to identify complexity and potential impacts to YG’s rights, title, treaty obligations, and community interests.

  • Coordinate work with YG Departments, staff and consultants with respect to YG’s Treaty rights and interests and use within YG’s ḥaḥuuɫi (A.K.A. traditional territory).

  • Coordinate and attend meetings, including with internal and/or external parties, regarding referrals

  • Takes part in management and tracking all referrals and maintain accurate records, including correspondence, reports, and agreements.


Engagement and Consultation Tasks



  • Communicate with proponents and government agencies about YG’s procedures for considering referrals.

  • Establishing and maintaining working relationships with respective YG Departments/staff, proponents, including other levels of governments, and external consultants and other partners to ensure YG’s interests are considered.

  • Draft responses, briefing notes, technical summaries, and recommendation letters in accordance with comments received from technical experts.

  • Refer negotiation and implementation of benefit and capacity agreements to YG’s designated position.

  • Assist in organizing community meetings, engagement sessions, and intergovernmental discussions.



Technical and Administrative Support Tasks



  • Monitor natural resource and development activity in YG’s Traditional Territory,

  • Maintain referral-tracking systems and databases; use mapping/GIS tools where applicable.

  • Coordinate and follow up with internal staff, consultants, and cultural experts to ensure timely responses.

  • Support preparation of reports, policies, and presentations related to referrals.


 


Policy and Strategic Development Tasks



  • Provide advice on strengthening consultation, industry engagement, and municipal and regional governments relations processes.

  • Contribute to the development of policies, frameworks, and best practices for referrals management.


 


Collaboration Tasks



  • Work closely with the Department of ʕatinkinʔaała - Intergovernmental Affairs team and collaborate with YG departments when appropriate, including:

  • Department of Nism̓aakukqinʔaała (Lands & Resources)

  • Department of Haaḥuupač̓akukqinʔaała (Culture, Language & Heritage)


 Performs other duties and responsibilities as necessary in the performance of the position, and as assigned by Director of ʕatinkinʔaała (we are always connected) - Intergovernmental Affairs.             


 


Qualifications


Training, Education and Experience



  • Post-secondary degree in Indigenous Studies, Resource/Environmental Management, Political Science, Law, or a related field.

  • Minimum 3–5 years experience in Indigenous consultation, forestry, land/resource management, or government relations.

  • Experience with Indigenous governance, consultation and negotiations processes is an asset. Previous experience working in an Indigenous community and/or organization is preferred.

  • Strong knowledge of Yuułuʔiłʔatḥ and the Maa-nulth First Nations Final Agreement.

  • Current Class 5 BC Driver’s Licence and access to vehicle.

  • Satisfactory criminal records check.


 


Knowledge, Skills and Abilities



  • Well-developed communication and interpersonal skills.

  • Excellent client service skills. Friendly, positive, responsive, professional and helpful.

  • Ability to exercise a high degree of professionalism and confidentiality.

  • Strong organizational, problem-solving and analytical skills. Ability to solve practical problems in a culturally appropriate manner.

  • Able to work independently with minimal day-to-day supervision as well as working within a collaborative team framework.

  • Knowledge and experience with traditional knowledge mapping and information management.

  • Basic understanding of provincial and federal regulatory processes related to resource management and the crown consultation process.

  • Highly self-motivated and proactive, with demonstrated experience taking initiative to address challenges or realize A creative and unconventional approach to problem solving is an asset.

  • Intermediate computer skills including MS Office. Experience with Asana is an asset.

  • Knowledge and respect of Yuułuʔiłʔatḥ culture, traditions, and modern treaty governance is an asset.


Working Conditions



  • This is a dynamic environment with multiple demands, changing priorities and constant interruptions.

  • Position based in hitac̓u, BC, with hybrid work options as approved.

  • Regular office hours (Monday–Friday), with flexibility for occasional evening or weekend meetings.

  • Some travel required for meetings, site visits, and conferences.

  • The Referrals Analyst may be asked to perform site visits to specific projects in Yuułuʔiłʔatḥ ḥaḥuuɫi (traditional territory), or to participate in field work.



Work involves sensitive legal, political, and intergovernmental matters requiring discretion and confidentiality.
