Job Description - Intermediate Procurement Specialist (Supply Specialist)


About the Role

We're recruiting for an Intermediate Procurement Specialist (Supply Specialist) to support materiel and inventory management for a large public sector organization. This role monitors usage of materiel, provides recommendations on distribution, disposal, and repair forecasts, and supports broader procurement and supply chain activities across multiple sites and stakeholders.

What You'll Do

•       Assist in developing procurement plans and prepare them for approval

•       Follow up with vendors to expedite deliveries

•       Liaise and respond to inquiries from clients, units, and various internal and external stakeholders

•       Provide mentoring and knowledge transfer to new employees in supply management and procurement

•       Perform logistics and supply management support, including storage transfer orders, monitoring inventory levels, and approving the release of stocked items

•       Manage procurement and records documentation using standard formats and the organization's document/records management systems

•       Perform material management activities, including inventory management and ordering/movement of material in accordance with established supply administration procedures

•       Prepare supply requisition documents and purchase requisition lists for review and approval

•       Plan and support the movement and distribution of materiel between depots and sites

•       Monitor usage of materiel and adjust disposition of materiel; review demands for controlled material and process related purchase orders

•       Establish incoming shipment records to enable timely receipt at depots or designated locations

•       Review and, upon approval, action priority demands from customers across the organization

•       Process stock movements between sites and depots

•       Verify stock establishment levels prior to releasing stock, to monitor and control stock movement

•       Review and consult on cataloguing data to establish, verify, and modify material data to reflect changes in models or supply management practices

•       Respond to inquiries about material, material movement, supply status, and order status

•       Monitor supply activities and report on maintenance, repair, overhaul, and equipment management matters

•       Support the annual review of repair data and provide recommendations on distribution, disposal, and repair forecasts

Deliverables

•       Monthly Status Report (submitted within 5 business days of month-end) summarizing significant activities, status of action/decision items and outstanding activities, any problems encountered, recommendations, and days/hours charged

•       Supply and procurement documentation and records generated in the course of the work, provided in hard copy and Microsoft Word (or approved alternative) soft copy as required






Requirements

Required Qualifications

•       Minimum 24 months of combined experience within the last 48 months in the procurement of goods and/or services for a government or public sector organization

•       Minimum 24 months of combined experience within the last 48 months using an Enterprise Resource Planning/Management system (e.g., SAP or similar) to analyze and recommend distribution or replenishment of inventory levels

•       Minimum 48 months of combined experience within the last 96 months providing logistical supply support to multiple clients/customers, including maintaining electronic and physical stock/inventory records and preparing usage reports, movement history, and material audits

•       Minimum 48 months of combined experience within the last 180 months in at least four of the following: stock transfers, material requirement planning, inventory management, supply chain management, inventory reporting, stock level maintenance, or monitoring stock movement trends

•       Bilingual: fluent in English and French (spoken and written), able to communicate without assistance and with minimal errors

•       Eligible to obtain and maintain a government security clearance; may require Controlled Goods Program registration

Engagement Details

•       Location: on-site in Ottawa, ON, core hours 7:00 AM–5:00 PM, Monday–Friday; may occasionally be required to work outside core hours

•       Language: English and French required
