Role Overview

We are seeking an experienced Project Manager/Lead to manage large-scale, complex, and high-profile public sector IT initiatives within the healthcare domain. This role requires strong leadership, stakeholder engagement, and the ability to deliver projects on time, within scope and budget, while aligning with established public sector project management frameworks and standards.





Key Responsibilities



  • Lead and manage complex, large-scale IT transformation projects in a public-sector healthcare environment

  • Ensure delivery of project objectives on time, within scope, budget, and quality standards

  • Collaborate with senior stakeholders and external partners to manage relationships and expectations

  • Develop and maintain detailed project plans, schedules, and integrated plans

  • Identify project resources, define roles, and manage performance expectations

  • Resolve conflicts related to resources, timelines, and interdependencies

  • Manage project budgets, including forecasting, reconciliation, and financial reporting

  • Monitor project progress, critical path, risks, and issues, and provide regular status updates

  • Develop and maintain project documentation such as charters, project plans, and reports

  • Lead change management, testing, and implementation activities

  • Identify risks proactively and develop mitigation strategies

  • Prepare and present reports to executive stakeholders and steering committees

  • Ensure adherence to established project management methodologies and best practices

  • Manage transition to operations and support models

  • Facilitate knowledge transfer activities and documentation





Qualifications

Public Sector Experience



  • 5+ years working within federal, provincial, or broader public-sector healthcare environments

  • Knowledge of public sector enterprise architecture, governance, and IT approval processes

  • Experience with large, complex health-related IT projects

  • Familiarity with public sector project methodologies and standards

Technical Skills



  • 5–9 years of experience leading complex IT transformation projects

  • Experience working with clinical stakeholders and translating business needs into requirements

  • Strong understanding of information management, security, and access control practices

  • Experience with project management tools such as MS Project, Planview, Jira, and Confluence

  • Experience with Agile and Waterfall methodologies in large environments

  • Proven ability to manage integrated projects with multiple dependencies

Core Skills and Experience



  • Experience managing full project lifecycle (planning, design, development, implementation)

  • Strong ability to lead cross-functional teams (BAs, developers, designers, testers)

  • Experience in business transformation and process improvement initiatives

  • Ability to identify and manage risks, issues, and stakeholder expectations

  • Experience in preparing project documentation, reports, and presentations

  • Strong background in managing testing, implementation, and operational transition

General Skills



  • Strong leadership, collaboration, and team management skills

  • Excellent analytical, problem-solving, and decision-making abilities

  • Strong communication and stakeholder engagement skills

  • Proven ability to manage multiple priorities and tight deadlines

  • Strong negotiation, facilitation, and interpersonal skills
