SUMMARY OF DUTIES
Reporting to the Manager Parking Enforcement and School Safety, responsible for the review and disposition of disputed Administrative Penalty Notices issued for municipal by-laws. Reviews Administrative Penalty Notices in person, by telephone, email and by correspondence, making decisions on the status of the Penalty Notice. Records decisions and comments in appropriate database and maintains information.
GENERAL DUTIES
Provides information to members of the public related to Administrative Penalty Notices and the Administrative Penalty System processes as they relate to municipal by-laws and related policies for the City.
Explaining and applying regulations, governing by-laws or policies, carry out assignments and apply them to specific situations.
Participating in providing input in creating of policies and procedures for related to the Administrative Penalty System By-law.
Prepares requests for extension of time to pay for Parking Infraction Notice. Attends Appeals Hearings for POA matters and negotiate agreements related to Hearings including joint submissions.
Correspond with the Ministry of Transportation related to plate denial status.
Prepares evidence packages for Hearing Officer to review for each Parking Penalty Notice appealed.
Schedules Administrative Penalty Hearings.
Assembles evidence respecting property ownership and authorized complainants for private property cases.
Reviews payment disputes in co-operation with Revenue Control staff.
Attends meetings and effectively communicates information related to the Administrative Penalty System Program.
Monitors new legislation affecting Administrative Penalties, Screenings and courtroom policies and procedures.
Managing conflict, maintaining decorum and acting at all times with integrity and honesty.
Provides Management and Supervisory staff with performance issues with respect to the issuance of Administrative Penalty Notices and Administrative Penalty processes for them to review and address with staff in their respective areas.
Liaise with staff in HMPS Office and Municipal Service Centres to provide information on Administrative Penalty Notices as subject matter experts.
Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.
Performs other duties as assigned which are directly related to the responsibilities of the position.
QUALIFICATIONS
1. Demonstrated knowledge of By-law Enforcement normally acquired by the completion of a Community College Diploma in Law and Security or equivalent combination of education and previous demonstrated experience directly related to By-law Enforcement.
2. Demonstrative administrative, municipal and customer service experience in a related operations environment. Preference will be given to candidates with direct Administrative Penalty experience.
3. Must possess highly developed interpersonal skills, organizational and time management including sound judgement and a proven ability to deal with people/conflict, using tact and professionalism.
4. Previous experience or training in mediation and/or dispute resolution is an asset.
5. Excellent verbal and written communication skills to deal effectively with all levels of staff, elected officials and the public. Excellent people skills with a strong emphasis on high quality customer service and emotional intelligence.
6. Working knowledge of computer programs used in the Section, such as Hansen, MES Officer, Excel, Word, Outlook, GIS, and Amanda.
7. Working knowledge of the Municipal Act, the Provincial Offences Act, Highway Traffic Act, Municipal By-laws and any related regulations.
8. Skills in stress management with an ability to function effectively in a fast-paced work environment.
SALARY: Salary Grade 4
HOURS: 35 per week
