SUMMARY OF DUTIES


Reporting to the Manager of Infection Prevention and Control, the Supervisor, Infectious Diseases is responsible for the day-to-day operational and administrative oversight of staff and service delivery within the Infection Prevention and Control program. The program provides a variety of services outlined in the Ontario Public Health Standards. This includes supervision of case management for diseases of public health significance, oversight of institutional outbreak management, and inspection/investigation activities in settings such as personal service settings and childcare centres. The role also encompasses coordinating technical support functions and associated information lines.


 


The Supervisor ensures program delivery aligns with the Ontario Public Health Standards, relevant legislation, and internal policies and procedures. In collaboration with the Program Manager, the Supervisor is responsible for staff recruitment, performance evaluation, and professional development, while fostering a supportive and adaptable work environment that inspires a team of health professionals. A key focus of the role is to meet both legislative requirements and community needs through effective leadership and program management.


 


GENERAL DUTIES


Provides day-to-day supervision of program staff to ensure efficient and effective service to internal and external stakeholders.


 


Provides direction, leadership, and coordination of teamwork; motivates and encourages staff to achieve high levels of performance and productivity; fosters a work environment that supports customer service, innovation, and quality of service; applies all applicable regulations, standards, policies, and in accordance with Corporate Vision, Mission, and Values.


 


Responsible for the performance management of staff, including motivation, supervision, recruitment, orientation, training, scheduling, coaching, performance evaluations, progressive discipline, attendance management, and appropriate handling of confidential matters.


 


Develops and empowers staff through delegation of responsibilities and accountabilities, through regular feedback, and by providing development opportunities.


 


Ensures professional staff practice according to their professional standards.


 


Monitors the operations within responsible program areas to ensure safety, service quality, and cost-effective and timely delivery of services, while adhering to the Ministry of Health and Public Health Services Guidelines and Protocols.


 


Monitors inventory relevant to service operations and works with the Manager, Infection Prevention and Control, to support procurement, appropriate ordering, and cost-consciousness.


 


Provides guidance to staff for required Policies and Procedures and medical directives. Contributes to the development and ongoing maintenance of these documents as they relate to the responsible program areas.


 


Provides support to the Manager, Infection Prevention and Control, to identify emerging program and service trends for operational planning purposes.


 


Provides input to the Manager, Infection Prevention and Control, for the purposes of budget planning.


 


Approves the purchase of materials and supplies within budget guidelines and the approved authorization limits. Ensures the accuracy and timely processing of invoices for the program. Ensures adherence to the validation process through Finance and Administration.


 


Receives and resolves escalated complaints and responds to inquiries from the general public, service providers, other stakeholders, and departments as required.


 


Participates in public health emergencies and outbreaks as required, including emergency preparedness planning, development, and training.


 


Required to work during labour disputes or other work stoppages and to perform a variety of added duties during these events.


 


In cooperation with the Program Manager, represents the program in labour relations issues, including participation in labour management meetings, providing input for Collective Agreements and grievance settlements.


 


Maintains current knowledge regarding communicable disease control, infection prevention and control, and other related clinical activities and health trends.


 


Participates in ongoing professional development.


 


Assesses and interprets legislative changes and recommends and implements new and/or updated work methods.


 


In collaboration with the Manager, Infection Prevention and Control identifies, develops, writes, implements, monitors, maintains, and updates new policies/procedures specific to the program.


 


Develops and implements ongoing training to ensure staff maintain up-to-date knowledge of amendments to existing legislation and divisional policies and procedures, and practices.


 


Assists in developing program goals, work plans, and objectives by participating in strategic and operational planning sessions. Considers alignment with provincial mandate, City of Hamilton, and Public Health Services' strategic directions and priorities.


 


Prepares reports and presentations on activities and results relating to the Program, including metric development, dashboards, and analysis.


 


Ensures operational expenditures are within approved budget; makes recommendations in terms of capital and operating budget requirements.


 


Ensures that employees are provided with and use the appropriate equipment, materials, and/or procedures required to perform the assigned duties.  Ensures that all employees perform work in accordance with applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures. Ensures that appropriate action is recommended for those employees who do not work in compliance with legislation, policies and procedures.


 


Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.


 


Performs other duties as assigned, which are directly related to the responsibilities of the position.



QUALIFICATIONS



  1. Baccalaureate degree in a health or a related discipline pertinent to job functions.

  2. Current certification with the Canadian Institute of Public Health Inspectors, CPHI(C) or certificate of registration with the College of Nurses of Ontario is preferred.

  3. Certification in Infection Control (CIC) by the Certification Board of Infection Control and Epidemiology (CBIC) is preferred.

  4. Progressive experience in the field of Public Health is preferred, with demonstrated knowledge of relevant legislation and regulatory frameworks, including the Health Protection and Promotion Act, associated regulations, and the Ontario Public Health Standards. A strong understanding of communicable disease control and infection prevention and control practices is essential.

  5. Demonstrated knowledge and skill in public health practice, including working knowledge of applicable Public Health, Ontario Public Health Standards, and relevant protocols, policies, and standards.

  6. Excellent communication (both verbal and written), facilitation, public relations, presentation, negotiation, problem solving, and conflict resolution skills.

  7. Highly developed interpersonal skills and political acuity with the ability to interact and communicate effectively at all organizational levels.

  8. Ability to manage, prioritize, and balance several projects simultaneously and to meet deadlines.

  9. Health promotion and community development experience is preferred.

  10. Continuous quality improvement processes, quality assurance experience is preferred.

  11. Experience with management of client records, privacy, and personal health information.

  12. Demonstrated ability to motivate staff and foster a co-operative and harmonious team environment.

  13. Demonstrated record of strong leadership and guidance, customer focus, team advocacy, staff delegation, empowerment and staff development, and is result oriented.

  14. Strong organization and time management skills.

  15. General understanding of Labour Relations with respect to the Progressive Discipline Process.

  16. Demonstrated ability to provide leadership in a multi-union environment.

  17. Working knowledge of computer software applications (Microsoft Office XP, Word, Excel, Access and PowerPoint).

  18. Knowledge of Hedgehog, iPHIS, and electronic medical records is an asset.

  19. Demonstrated knowledge of the Health and Safety Act and applicable regulations as they relate to the position.

  20. Working knowledge and understanding of applicable Collective Agreement(s).

  21. Must have a valid Class 'G' driver’s licence valid in the Province of Ontario and be able to maintain the same.

  22. Provision of a car by the individual for use on the job.

  23. Must be flexible in work schedules and available to work evenings or weekends as needed, including participating in the standby rotation as needed.


 


NOTE: The successful candidate will be required to provide immunization records, which may include TB testing prior to the start of employment to meet the requirements of the Staff Immunization and Surveillance Policy and Procedure.
