SUMMARY OF DUTIES


Reporting to the Manager, Rental Compliance, the Program Engagement Specialist – Rental to develop and implements a comprehensive community outreach program to support education and engagement of the Hamilton Apartment Rental Program at community events.  Responsible for presentations with stakeholder groups and engages and educates building owners and tenants during building evaluations and audits.


 


The Program Engagement Specialist – Rental Compliance will provide support in a team environment to ensure the City's obligations to implement the Hamilton Apartment Building Program are fulfilled.


 


The position will work with staff to educate tenants, landlords, key stakeholders and internal staff. Responsibilities include event planning and logistics; marketing and outreach.


 


The Program Engagement Specialist – Rental Compliance will organize community outreach and education via virtual and in-person events.  Works with Corporate Communications to realize effective implementation of a social media information campaign and ensures web-based information related to the Hamilton Apartment Rental Program is kept current.


 


GENERAL DUTIES



  • Initiates, oversees, develops and implements outreach and engagement strategies, public education activities and educational materials which support the Hamilton Apartment Rental Program.

  • Responds to complaints and inquiries in a timely and professional manner by investigating, evaluating and implementing solutions.  Prepares written reports to citizens and members of Council.

  • Researches, writes and/or edits reports, fact sheets and other internal and external correspondence.

  • Designs and implements strategies to improve the effectiveness and efficiency of meeting community needs, based on research, demographics and trends.

  • Organizes, develops content, coordinates and promotes public events, workshops, presentations and other community events related to the Hamilton Apartment Rental Program.

  • Coordinates the booking and rental of space for any engagement activities within approved budgets.

  • Develops promotional material for the Hamilton Apartment Rental Program events and strategies; responsible for its distribution.

  • Conducts post-engagement analysis to track results and effectiveness of education and engagement sessions; proposes ways to increase public awareness of the Hamilton Apartment Rental Program to the Manager, Rental Compliance.

  • Develops, collects and monitors benchmarks for all engagement sessions to ensure identified outcomes are met.

  • Provides input on the development and evolutions of performance standards ensuring continued program success.

  • Participates on various corporate committees as it relates to the duties of this role.

  • Responds to, or coordinates responses to inquiries of both a technical and general in nature from the public, staff in other departments, as required.

  • Works alongside Corporate Communications to support the creation of various marketing materials including but not limited to print collateral, media releases, social media, website, online engagement tools, surveys, newsletters, and email.

  • Provides support and recommendations for the Rental Compliance program budget. This includes participating in the development of current budgets, filling budget requests, allocating expenditures, monitoring year over year performance for certain program and project elements.

  • Keeps abreast of amendments to legislation and trends in the profession.

  • Works in accordance with the provisions of applicable Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to Occupational Health and Safety.

  • Participates in strategic planning for the Rental Compliance Section.

  • Performs other duties as assigned which are directly related to the major responsibilities of the job.


 


QUALIFICATIONS



  1.  Post-secondary education in Communications, Business, Public Administration, Political Sciences, Criminology or related discipline

  2. Demonstrated experience in community outreach normally acquired through a combination of education and progressive relevant work experience in government, non-profit, private or community service agencies.

  3. Previous experience working independently and efficiently to organize and co-ordinate outreach and engagement events. Strong organizational and time management skills including the ability to work with tight deadlines and competing priorities.

  4. Ability to take initiative and carry out instruction without detailed direction.

  5. Superior communications skills including experience preparing social media content, newsletters, and other materials designed for a general reader audience.

  6. Knowledge or experience with communicating complex topics to a variety of stakeholders in a clear, concise, and accessible format.

  7. Demonstrated experience with project coordination/administration in a government, private sector, or not-for-profit environment.

  8. Experience working with a diverse mix of community stakeholders, ensuring Inclusion, Diversity, Equity and Accessibility (IDEA) principles are upheld when facilitating community outreach and education efforts.

  9. Experience and knowledge of the local Hamilton context is considered to be an asset.

  10. Highly effective leadership, facilitation, communication (written and oral), presentation, interpersonal and organizational skills.

  11. Demonstrated ability to work as part of a multi-disciplinary staff team in a results-oriented environment.

  12. Experienced in designing and delivering customer focused programs and services.

  13. Ability to interact effectively with elected officials, representatives of other levels of government, management, peers, staff, and the public.

  14. Working knowledge of computer software applications including but not limited to Microsoft Office Suite Applications.

  15. Ability to work various shifts including evenings and weekends as required.

  16. Ability to lift 50lbs or 23kg.
