The Canadian Council of Motor Transport Administrators (CCMTA) is the national body responsible for coordinating motor vehicle transportation and highway safety across Canada.

With a legacy of over 85 years, we lead national conversations on road safety through our Board of Directors and five Program Committees working towards addressing critical areas within CCMTA’s mandate — drivers, vehicles, data and technology, commercial motor vehicles and carriers, and road safety research.

Beyond its policy and program coordination role, CCMTA builds and operates the national platforms through which Canadian jurisdictions, and partners in the United States, exchange driver, vehicle and motor carrier information. Our small, multidisciplinary IT team designs, builds and runs these systems in house.

Position Summary

Are you a recent graduate or early-career developer looking for a role where your work is used across the country from day one? CCMTA is hiring a Junior Software Developer for a twelve-month term to take ownership of the day-to-day development of CanTruckHub (cantruckhub.ca), the national trucking regulations hub that gives commercial carriers a single place to plan routes and check the weight and dimension limits, hours of service rules, permit requirements and other regulatory information that apply across Canadian provinces and territories.

You will keep the platform accurate and reliable for the trucking industry, build the new features our jurisdictional partners are asking for, hands-on work of converting the web application to Blazor on the .NET stack used across CCMTA's applications, and contribute to the modernization of the Carrier Data Exchange (CDE), the national system through which jurisdictions exchange accident, inspection and conviction information on commercial carriers.

You will work as part of our development team under the guidance and mentoring of our Development Team Lead, alongside a Platform Engineer, a Business Analyst and a Cloud Network and Security Analyst. As your skills grow, you will have the opportunity to contribute to the development of the Interprovincial Record Exchange (IRE), the national platform through which every Canadian province and territory exchanges driver and vehicle information, and CCMTA's most significant modernization initiative.

This is a deliberately well-rounded role. Alongside your development work, you will take on basic system administration and general IT support tasks, from helping staff and administering our Microsoft 365 environment to routine operational tasks on the platforms we host. On a small team, everyone contributes beyond a single specialty, and you will build a breadth of skills that few entry-level roles offer.

What You’ll Do

• Maintain and support CanTruckHub: investigate and fix defects, keep libraries and dependencies current, and document the code base, data and hosting.


• Build new features and enhancements, such as improvements to route planning, the weight calculator, jurisdictional comparison tools and permit and parking information.


• Convert the CanTruckHub web application to Blazor and C#, rebuilding pages, components and interactive tools while preserving functionality and improving maintainability, performance and accessibility.


• Contribute to the modernized CDE: analyze the existing application, develop assigned components in C# and .NET, and help migrate data and interfaces to the new platform.


• Implement corrections and updates to the regulatory figures and jurisdictional information on the site, and build tooling and validation that make future updates accurate and efficient.


• Write unit and integration tests, work through CCMTA's source control and CI/CD pipelines, and support user acceptance testing.


• Apply secure coding practices and follow CCMTA's security and privacy procedures.


• Perform basic system administration and IT support tasks: manage user accounts and permissions, apply updates, help administer Microsoft 365 and SharePoint, provide first-level support to staff and set up equipment, and carry out routine operational tasks on our hosted platforms.


• Pitch in wherever the organization needs it, providing back-up to other members of the IT team.


• Learn the architecture and code base of the IRE and take on IRE development tasks as you gain experience.

Education and Experience

• Post-secondary degree or diploma in computer science, software development, computer or software engineering, information technology or a related field, or an equivalent combination of education and experience.


• No prior professional experience is required. Recent graduates are encouraged to apply.


• Demonstrated ability to build web applications through academic projects, co-op or internship placements, personal projects or open-source contributions.
  
  

Knowledge and Skills

• Working knowledge of object-oriented programming and of C# or a comparable language, with a strong interest in developing deep skills in C# and .NET.


• Understanding of web development fundamentals, including HTML, CSS, JavaScript, HTTP and RESTful APIs.


• Basic knowledge of relational databases and SQL, and familiarity with Git.


• Basic understanding of operating systems, networking and user account administration, and a willingness to take on system administration and support tasks.


• Ability to learn quickly, follow established standards and practices, and accept and apply feedback.


• Strong analytical and problem-solving skills, attention to detail, and good oral and written communication skills.
  
  

Assets

• Experience with Blazor, ASP.NET Core, Entity Framework or other parts of the modern .NET ecosystem.


• Exposure to Microsoft Azure or another cloud platform, CI/CD pipelines or automated testing frameworks.


• Experience converting or modernizing an application to a new framework or platform, including data migration.


• Familiarity with data exchange systems, APIs or integration between organizations.


• Familiarity with web accessibility standards and responsive design.


• Experience using AI-assisted development tools responsibly.


• Experience with Windows or Linux system administration, Microsoft 365 or SharePoint administration, or IT help desk support, including through co-op or part-time work.


• Bilingualism in English and French.


• Knowledge of the commercial trucking or motor vehicle administration domain.

Language: English is essential; ability to work in both official languages would be an asset.

Citizenship: Canadian citizen or permanent resident (eligible to work in Canada) required.

Additional Requirements: Ability to obtain and maintain a security clearance.

This is new position at CCMTA. This is a full-time contract position for up to 12 months, working in a convenient, central location in Ottawa. This position is not remote; however, CCMTA has a hybrid work environment.

You’ll work a standard work week (36.25 hours), Monday to Friday. Our office is easily accessible by transit, as well as a biking/path network, and offers free outside parking.
