Job Title: Lead Cultural Outreach Officer


 


Location of Position: Based on the office location of the successful applicant.



Hours of Work: Monday to Friday, 35 hours per week



Rate of Pay: $53,300 / Per Annum



Job Description: The Lead Cultural Outreach Officer is responsible for providing cultural guidance and mentorship to Qalipu staff and leadership, building increased knowledge and capacity. The Lead Cultural Outreach Officer position provides strategic and hands-on leadership in the development and implementation of culturally grounded programs and initiatives of Qalipu First Nation.


 


Responsibilities: The Lead Cultural Outreach Officer guides and supports the integration of Indigenous knowledge, values, and cultural practices into community programs, services, and organizational initiatives. The Lead serves as a cultural ambassador, liaison and advocate, working collaboratively with Elders, Knowledge Holders, community members, and partner organizations to promote cultural revitalization, education, and wellness grounded in the Indigenous worldview. The Lead Cultural Outreach Officer will work closely with staff to ensure that Mi’kmaq traditions, language, and skills are honored and preserved.


 


The Lead Cultural Outreach Officer will foster cultural pride, intergenerational learning, and community wellness through culturally grounded programming and partnership.  The Lead Cultural Outreach Officer will network and strengthen the relationship of Qalipu First Nation within Mi’kma’ki.



  1. Provide cultural guidance and mentorship to Qalipu staff, leadership, community members and partners

  2. Facilitate access to Elders, Knowledge Holders, and cultural practitioners for guidance and teachings

  3. Collaborate with Elders and Knowledge Holders to ensure cultural accuracy and integrity.

  4. Promote and facilitate cultural protocols, traditional ceremonies, seasonal gatherings, and land-based teachings

  5. Support the revitalization and everyday use of the Mi’kmaw language

  6. Promote, support, design, facilitate and implement culturally relevant programs, including land-based learning, storytelling, traditional arts, and wellness initiatives

  7. Facilitate opportunities for intergenerational learning and cultural exchange.

  8. Promote language revitalization and traditional knowledge sharing

  9. Support the development of curriculum and educational materials rooted in Indigenous knowledge systems

  10. Develop educational materials that reflect Mi’kmaq knowledge

  11. Develop, support, and share materials that reflect L’nu and Qalipu First Nation history.

  12. Build strong, respectful relationships with Qalipu members, community groups, and regional partners

  13. Encourage and promote community participation in cultural initiatives and support grassroots cultural development

  14. Facilitate community consultations to identify cultural priorities and needs.

  15. Support the inclusion of Elders and youth in leadership and cultural decision-making

  16. Represent Qalipu First Nation at cultural events, conferences, and inter-Nation gatherings

  17. Provide cultural competency training and workshops for Qalipu staff, service providers and stakeholders

  18. Advise on policies and practices to ensure cultural safety and relevance in all programs

  19. Contribute to strategic planning and organizational development through a Mi’kmaq lens

  20. Support the implementation of the Truth and Reconciliation Commission’s Calls to Action and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP)

  21. Advocate for the protection and revitalization of Mi’kmaq cultural heritage, language, and sacred sites

  22. Collaborate with educational institutions, museums, and cultural organizations to promote accurate representation of Mi’kmaq history and identity

  23. Support initiatives that reconnect Qalipu members with their ancestral knowledge and land

  24. Advocate for the inclusion of Indigenous voices, perspectives, and rights in decision-making processes

  25. Collaborate with local, regional, and national Indigenous networks to share knowledge and best practices

  26. Document and report on program activities, outcomes, successes and challenges to the leadership team

  27. Develop surveys related to programs delivered and assess results.  Collect and maintain statistics and documentation for evaluation and reporting purposes 

  28. Participate in applicable committees and working groups

  29. Ensure files are stored and maintained as per the Canadian Privacy Act, the Personal Information Protection and Electronic Documents Act (PIPEDA), the Qalipu Electronic Records Management System, and Quality Management Protocols for the Health and Wellness division

  30. Other duties and responsibilities as assigned.



Qualifications:


Education: A degree or diploma in social services, psychology, social justice, community leadership, community studies or a similar program or a related area from an accredited university or college.


Experience: A minimum of three (3) years of facilitation experience, community outreach, and one (1) year of leadership or providing mentorship in indigenous communities.  The candidate will have experience in program and project development, delivery and management, incorporating Mi’kmaq knowledge, language, and ceremony.


Working Conditions: This position primarily involves office-based duties during regular working hours. However, due to the nature of the programs and events, which often occur after regular working hours and on weekends in various locations. Some travel and flexibility in work schedule is required. 


 


A portion of the work will take place in outdoor environments with variable weather conditions, based on the programming, events and initiatives undertaken. Including but not limited to working in both indoor and outdoor environments, travelling to remote communities or within Mi’kma’ki that could require overnight stays. 


 


Physical activity is required including walking up to 5 kilometers per day, hiking, bending, crouching and lifting to a maximum of 30 pounds. 


The successful applicant must have a valid driver’s license and access to a reliable vehicle. 



Full-time Employee Benefits



Annual Leave: FT employees - Three weeks per year.


Statutory and Non-Statutory Holidays:  Employees are entitled to 13 days off to cover Statutory and Non-statutory holidays per year.


Office Hours: Office hours are from 8:30 am to 4:00 pm Monday to ThursdayFriday 8:30 am to 12:30 pm.  


Christmas Break: the office closes during the Christmas break, this is an added bonus that employees are entitled to. 


 FT Employee Benefits:  Option to enroll in C of C – Employee Benefits Plan.


 Registered Pension Plan:    QFN has a pension plan, FT employees contribute from 4 to 7%, employee contributions are matched by the Band. 


FT Sick and Family Medical:  Full Time Employees are entitled to 12 paid sick and family medical days per year.


Under 2 hours Medical Appointment: Employees may attend an appointment of less than 2 hours with no deductions to Sick and Family Medical.


Discretionary Bereavement: One day off per year for the death of a relative not included as immediate family, a close friend or neighbor.


Volunteer Program: Employees may volunteer outside of the organization up to 21 hours per year.
