Position Summary

The Legal Counsel, reporting to the Director, Investigations, offers consultation, guidance and advice to the Investigations team and Investigation Committee on investigations and monitoring matters. This involves preparing necessary legal analyses and opinions, presenting reports to the leadership team and the Investigation Committee. Additionally, the Legal Counsel conducts thorough research, provides legal advice on dispositions and sanctions, and drafts decisions and orders. The Legal Counsel acts as counsel for the College in Health Professions Review Board applications and on discipline matters before the Health Professions Discipline Tribunal. Overall, the Legal Counsel fulfills a multifaceted role, undertaking various responsibilities to uphold legal standards and ensure regulatory compliance within the organization.

It is essential for all College staff to contribute to a team approach with a public protection focus, delivering efficient services that align with and allow the College to meet its regulatory, strategic, and operational goals.

About This Employment Opportunity

We are seeking a skilled and experienced Legal Counsel to join our team and support the CCHPBC’s regulatory and public protection mandate. In this role, you will provide legal advice and guidance on complex investigations matters. You will also be responsible for preparing submissions and acting as counsel in Health Professions Review Board applications and on discipline matters before the Health Professions Discipline Tribunal.

Duties and Responsibilities (including but are not limited to)

• Provides legal analysis and advice on investigations and monitoring files. This includes providing legal advice on investigative strategy and outcomes from a risk-based and trauma-informed perspective.


• Supervises the work of paralegals and legal assistants on the Investigations team.


• Researches and provides legal advice to the Investigation Committee, including advice related to dispositions and sanctions, and provides factual summaries with accompanying legal analysis to the Investigation Committee on complex investigations files.


• Drafts decisions and orders of the Investigation Committee, as well as citations.


• Under the direction of the Director, Investigations, or Legal Counsel, Office of the Registrar, provides legal advice and support to statutory decision makers and committees.


• Acts as counsel for the College on Health Professions Review Board applications and in discipline hearings before the Health Professions Discipline Tribunal.


• Provides legal training and information to staff and committee members.


• Drafts correspondence to applicants, licensees, complainants, and legal counsel and correspondence and/or submissions to third-party organizations such as the Health Professions Discipline Tribunal and the Health Professions Review Board, as required.


• Reviews bylaws, policies and procedures to ensure legal compliance with the upcoming Health Professions and Occupations Act.


• Other duties as assigned by the Director, Investigations. 

Qualifications and Skills

• Practicing lawyer in good standing of the Law Society of British Columbia or eligible for membership within a specified period.


• Five years of administrative law and litigation experience or an equivalent combination of education and experience.


• Experience working in a professional regulatory or government organization or a closely related field.


• Experience advising statutory decision makers, and drafting decisions.


• Thorough knowledge of existing common law and legislation including Health Professions and Occupations Act, the Freedom of Information and Protection of Privacy Act, and many other statutes that impact the organization’s operations.  


• Ability to work within several statutory frameworks and apply relevant legal principles to diverse issues.


• Ability to provide legal opinions and advice in a pragmatic, risk-based manner.  


• Effective communicator both orally and written.  


• Collaborative spirit with a passion for fostering regulatory excellence.

An individual who meets either the established formal qualification or the accepted equivalency can be considered equally for this role. 

Compensation and Perks

The compensation for this position ranges from $129,608 to $145,000 annually, based on a 37.5-hour work week. The starting salary will be determined by factors such as the candidate’s job-related knowledge, skills, experience, the salaries of peers within the same range, market conditions, and other relevant considerations.
