The Manager, Risk & Data Analytics plays a vital role within the Advanced Analytics team at OSFI, reporting to the Director of Risk & Data Analytics. The Manager is accountable for providing technical expertise, operational support, and leadership to the organization’s data science function. Key responsibilities include:
Leadership and Team Development
Lead and develop a high-performing team of data scientists, providing coaching, professional development, and guidance to ensure the delivery of operational plans.
Set clear, measurable, and stretch objectives for direct reports, and oversee ongoing performance management to foster engagement, motivation, and productivity.
Technical Oversight and Quality Assurance
Oversee the definition, design, development, and delivery of analytics solutions to complex business challenges requiring advanced or innovative data science approaches.
Review and provide timely feedback on documentation, presentations, and analytical outputs to ensure clarity, accuracy, and alignment with client expectations and objectives.
Ensure adherence to standard operating procedures, model risk management standards, and AI acceptable use policies, including critical review and approval checkpoints within project workflows.
Stakeholder Relationships and Collaboration
Build and maintain strong, collaborative relationships with key internal and external stakeholders, including subject matter experts, colleagues at all levels, and partners in IM/IT and data engineering.
Leverage these relationships to facilitate the delivery of analytics solutions that effectively address business objectives.
Data Literacy and Knowledge Sharing
Promote data literacy and the adoption of advanced analytics through ongoing professional development, the delivery of training sessions, and knowledge sharing with audiences possessing varied technical backgrounds.
Stay abreast of new developments, methodologies, and tools in the data science field to continuously enhance team and organizational capabilities.
Reporting and Communication
Provide regular status updates, presentations, and recommendations to divisional management.
Respond effectively to management inquiries regarding analytics initiatives, project status, and emerging risks or trends.
The analytics products and insights developed by the Manager and their team contribute significantly to data-driven decision-making relevant to the prudential supervision of Federally Regulated Financial Institutions (FRFIs) and pension plans.
The immediate need is to staff 1 position with a language requirement of English essential on an indeterminate (permanent) basis.
A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic requirements and/or profiles, security requirements, tenures, and/or locations within the Office of the Superintendent of Financial Institutions (OSFI), which may vary according to the position being staffed.
CLASSIFICATION:
This position is classified at the RE-06 group and level which is roughly equivalent to the IT-04 and IT-05 groups and levels.
LOCATION:
The designated worksite for this position is the Toronto (Ontario) OSFI Office. However, the employee may work from the Toronto, or Ottawa office.
OSFI’s hybrid model includes telework and mandatory onsite presence. The terms of the employee’s telework arrangement will be established in accordance with the Directive on Telework and the Guidelines on Hybrid Work. These arrangements must be reviewed annually, at a minimum, and can be subject to change.
OSFI employees are currently required to work in the office at least 12 days per month, however this may be subject to change depending on new direction.

A degree OR diploma from a recognized post-secondary institution with specialization in statistics, mathematics, data science, computer science, engineering, economics or other relevant field

*At the manager’s discretion, OSFI may consider candidates who do not possess the stated education but meet the combination of experience and education or training if concrete examples are provided.
ESSENTIAL EXPERIENCE:
Significant* experience leading and developing high-performing data science or advanced analytics teams
Significant* experience managing and delivering complex advanced analytics or data science projects, ensuring alignment with business objectives and measurable outcomes
Experience applying current advanced data science and analytics techniques, including AI/ML and text analytics to large and complex datasets
Experience engaging with senior management*, clients, and stakeholders to define business requirements, communicate complex findings, support data-driven insights and decision making
Experience overseeing or ensuring adherence to risk management and control frameworks within advanced analytics projects including established standards
*Significant is defined as the depth and breadth of the experience normally associated with the performance of the duties for a period of 2 years.
**Senior Management is defined as Managing Director (or equivalent e.g., Director General) and above OR Vice-President level and above.

ESSENTIAL KNOWLEDGE:
Knowledge of advanced analytics and data science methods, including statistical analysis, machine learning, AI, and natural language processing.
Knowledge of end-to-end analytics project delivery processes, from data acquisition and preparation to model deployment and communication of results to technical and non-technical audiences.
Knowledge of standards of model risk management and responsible use of artificial intelligence.

ASSET EXPERIENCE:
Experience with independent model validation and conducting peer reviews to ensure the robustness and reliability of advanced analytics solutions
Experience designing, building, or validating models specifically for risk measurement and management within the financial services industry*
Experience developing and deploying containerized AI applications in production environments (e.g., using Docker or Kubernetes)
* Financial services industry experience is defined as experience working in one or more of the following areas: (a) financial institutions including banks, trust and loan companies, insurance companies and pension plans (b) firms dealing with audits or consulting engagements to such institutions (including reinsurance brokers) (c) technology and data companies providing services to financial institutions or linked to the delivery of financial services (d) government departments that directly deal with the supervision and regulation of these institutions (e) Indigenous Institutions including: Band operations, trustees or administrators of pension plans, insurance institutions, lending institutions or other related areas providing financial services (f) other relevant areas, such as but not limited to, financial risk management, investment management, corporate treasury functions or commercial lending.
