Responsibilities

This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.

This employment opportunity is restricted to residents of Rankin Inlet only.

This position ensures the quality of MVIS Issuing services in all of Nunavut communities. The services impact a large percentage of the population; those requiring vehicle registrations, driver license or associated services. The Manager has input into the expenditure on funds related to the Motor Vehicles Division’s operations. 

Reporting to the Director of Motor Vehicles, this position is responsible for the Motor Vehicles Information Systems (MVIS); Supervises subordinate staff; effects and controls motor vehicle issuing services through private and public service agents; Drafts & implements policies, procedures and standards for the MVIS and it’s requirements under the Traffic Safety Act and associated legislation. In addition, the incumbent provides financial planning and management in revenue accounting and in capital and O&M expenditure accounting for the Motor Vehicles Division. This includes change requests to our systems vendor, preparation of budgets, cash flow projections, variance reports and financial proposals; Manages the delivery of driver licensing and motor vehicle registration; Provides financial planning and management, administrative support and personnel administration; Provides computerized system management; Disposes of accountable assets; Authorizes refunds from revenue in accordance with the Traffic Safety Act; Provides information to clients, agencies and researchers; Ensures signatures on legal and operational documents.



Qualifications

Typically, the above knowledge, skills and abilities would be attained through an undergraduate degree in Business Administration, Finance, Accounting or similar. 2 years of related accounting and finance experience that includes contract administration and interpreting policies and legislation and developing procedures; 1-year supervisory experience (supervising staff and/or leading a team). Class 5 driver’s license.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets. The completion of recognized professional accounting designation (CPA) is an asset. Post graduate diploma program in Management Studies is an asset.
