This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of RPF Operations Headquarters (3330 Harvester Road, Burlington) Work location is subject to change at the discretion of the City due to operational demands. Effective September 2027, this role will be required to be on site 50% of the time each month.
Position Overview
Reporting to the Director, Roads, Parks, and Forestry, this position is responsible for the daily management and strategic long-range planning, forecasting and budgeting of the City’s Corporate Fleet and supporting infrastructure. Ensures corporate compliance with legislative requirements and programs, including vehicle and driver licensing, driver and operator safety and training, vehicle and equipment inspections, and Commercial Vehicle Operator Registration (CVOR). Leads vehicle telematics program and community engagement and communications related to City vehicle assets and equipment.
Responsibilities
As a member of the Roads, Parks and Forestry (RPF) management team, this role:
Oversees the asset management of corporate fleet related assets including fueling systems, and portable emergency generators.
Corporate lead for annual fleet capital budget process for replacement and growth related vehicles and equipment inclusive of Transit and Fleet Service assets.
Determines specification requirements, leads procurement processes, manages contracts and vendors, and ensures implementation of growth and transition plans for all corporate fleet. Manage fueling programs and research innovative technologies in a rapidly changing environment.
Legislative and regulatory safety lead for all moving City assets. Oversees safety programs, accident reporting, documentation, licensing, training, insurance, and related provincial and other regulatory reporting. Works closely with all managers to ensure adequate training is provided. Follows up on sensitive driver related issues.
Oversees RPF Fleet Services Team (through the Supervisor of Fleet Services) who are engaged in the maintenance and repair of RPF vehicles and equipment.
Lead for automated vehicle locator system (AVL), support winter control reporting on public portal, leaf program, telematics for all assets, utilization of assets and efficiencies
Communicates with internal and external stakeholders including Committee and Council. Organizes annual Touch a Truck event in conjunction with external partners.
Acts as a key member of the EOC logistic team to support incident response.
Duties and responsibilities are inclusive, but not limited to the above.
Requirements
Completion of a University Degree in Engineering, or related technical field.
Certified Fleet Professional (APWA) or Goods Roads Courses is an asset.
Minimum of 7 years of related experience in a municipal unionized environment, with at least two years at a supervisory/management level.
Strong business acumen; ability to monitor budgets and interpret financial information to guide decision making and strategy.
Proven track record of leadership success in a multi-department environment, with proven project management skills and effective stakeholder collaboration.
Creativity and adaptability in complicated and difficult situations and in managing conflicting demands from stakeholders.
Excellent communication, report writing and public consultation skills.
