Job Description - Manager, Employment Services and Employer Partnerships
About the Opportunity
The Manager, Employment Services and Employer Partnerships leads employment-focused initiatives and services for Métis people and Métis chartered communities. They manage a team of Employment experts, providing direct support to citizens and communities, developing resources and proposals for new projects and initiatives, and ensuring effective data management, evaluation, and reporting processes. Reporting to the Director, the Manager also provides strategic support to cross-functional projects within the Policy, Partnerships, and Initiatives (PPI) team. They play a pivotal role in strengthening the Employment Services team by building on existing frameworks and creating foundational documents such as Standards of Practice, policies, processes, and resource materials.
The Manager builds and maintains relationships with employers and stakeholders across British Columbia to expand career opportunities for Métis citizens. The Manager collaborates with MNBC Chartered Community leaders, to ensure that employment offerings are aligned with region-specific needs and priorities. They track and report on program outcomes, emphasizing efficiency, data-driven decision-making, and the promotion of accessible online tools to enhance service delivery. The Manager oversees program finances and prepares regular reports for the Director to support strategic planning and informed decision-making. As a key member of the Ministry of Employment and Skills Training team, the Manager contributes to solutions that drive the successful, efficient, and culturally informed delivery of MNBC Employment and Skills Training programs and services.
Duties and Responsibilities
Employer Relations and Networking
Contacts and networks with employers to build relationships and generate appropriate leads for sustainable employment outcomes for Métis in BC.
Attends trade shows and other public-facing events to build employer relationships.
Engages with businesses for wage subsidy and apprenticeship opportunities.
Maintains and expands the employer database to facilitate connections and employment opportunities.
Builds and maintains relationships with partners and employers, generating leads to support sustainable employment outcomes for Métis in BC.
Organizes and participates in community initiatives, meetings, hiring fairs, collaborative events, and program marketing, as well as information sessions and other events for employers in communities across BC.
Engages with businesses for practicums, wage subsidy, and apprenticeship opportunities.
Client and Employer Engagement for Employment Opportunities
Develops a specific client marketing plan that includes job targets, employer targets, and marketing strategies.
Creates opportunities for multi-barriered clients to access informational interviews, job shadowing, volunteering, and training on the job.
Manages and maintains MNBC job board.
Project and Grant Management
Leads the development and implementation of employment-related projects and initiatives to expand and enhance the scope of support and services provided. This includes managing grant and funding applications, overseeing the full lifecycle of projects from conception to evaluation, and fostering and maintaining impactful relationships with partners, stakeholders, and community leaders.
Contributes to the strategic direction of the Ministry by providing expertise and an employment-focused perspective to inform long-term planning and decision-making. This involves aligning projects with ministry goals, anticipating labor market trends, and ensuring initiatives reflect the needs of Métis citizens and communities.
Consults with the MNBC Ministry of Community Services and Chartered Community leaders to align program guidelines with community needs.
Team Leadership and Collaboration

Leads a team of employment experts while fostering strong partnerships with STEPS regional offices to understand and meet client needs and employment goals.
Provides culturally informed mentorship and coaching to team members, fostering professional growth and development through opportunities grounded in Métis cultural knowledge.
Ensures that team practices are community-centered, responsive to local needs, and rooted in cultural knowledge, with a focus on delivering holistic, client-focused employment services.
Collaborates across STEPS and MNBC teams to ensure alignment and maximize the effectiveness of coordinated support.
Program Development and Service Delivery
Leads employment services strategy by overseeing the execution of STEPS employment services and developing innovative strategies, supports, tools, and resources that align with community needs and evolving labor market trends.
Develops and updates relevant policies, processes, and Standards of Practice to guide effective service delivery.
Develops employment-related curriculum, resources, and tools.
Ensures that service delivery and supports are developed and offered in a holistic and culturally informed way, ensuring a client-centered approach.
Implements program guidelines, ensuring alignment with the STEPS Operational Plan, in collaboration with Regional Program Managers, Training and Career Counsellors, and other relevant staff.
Data Management, Reporting, and Evaluation
Tracks client progress, relevant data, and service delivery outcomes. Reports on trends and monitors successes and opportunities for improvement.
Prepares comprehensive reports on key outcomes, highlighting program successes and ensuring data collection and monitoring are efficient, integrated, and adhere to evidence-based best practices.
Contributes to the creation of engaging communications and marketing content to promote programs and services effectively.
Use of Technology
Utilizes innovative technologies and creative approaches to enhance employment services, ensuring accessibility, efficiency, and continuous improvement. This includes adopting tools and platforms that improve client outcomes and align with emerging best practices in employment services.
Miscellaneous Duties
Participates in committees and project teams as required.
Undertakes related duties as assigned, consistent with the job grade of the position.
Other duties may be assigned as needed to ensure the efficient operation of MNBC.
Regular/occasional attendance at meetings/events that may require work and travel outside of normal business hours.

Qualifications
Degree or diploma in Career Development Practitioner, Education, Business Administration, or related field
Minimum of three (3) years of experience leading work in the employment services field and providing employment support to clients.
Minimum three (3) years of experience in community, partner stakeholder relations with major projects or the private sector.
Minimum of one (1) year experience managing others
Eligible for formal professional or technical registration in the appropriate area of expertise.
A combination of relevant experience, education, and training will be considered.
Strong links to the business community with knowledge of local labour markets.
Demonstrated ability to effectively communicate both verbally and in writing.
Ability to lead, problem solve, and utilize team-building skills.
Proven ability to utilize strong interpersonal skills to deal with others effectively.
Proven ability to prioritize tasks, meet deadlines, and work with minimal supervision.
Proven ability to utilize, adapt and embrace new technologies, including Office 365 and other database/software required by the role.
Knowledge and/or awareness of the historical and contemporary contributions made by MeÌtis people in B.C.
Possession of, or the ability to obtain, a Class 5 driver’s licence may be required.
The position may require the completion of a Criminal Record Check and Vulnerable Sector Check.
