HEABC leads and supports the strategic planning related to human resources and labour relations on behalf of British Columbia’s publicly funded health employers. HEABC is responsible for negotiating provincial agreements for 138,000 unionized health care employees including nurses, physician residents, ambulance paramedics, health science professionals, and more.



HEABC’s Human Resources, Strategies & Services (HRSS) department is responsible for the administration of a number of Health Human Resource initiatives across the province. Health Match BC delivers high quality recruitment services for in-demand and priority occupations. OPPORTUNITY:


Reporting to the Executive Director, Nursing, Allied and Associated Programs, the Manager, Health Care Assistant (HCA) (the Manager), demonstrates competencies in the areas of human resources, program and service design, delivery and oversight, healthcare recruitment and registration, partner relations, communications, research, teamwork and complex problem solving. The Manager will provide direct supervision, performance management and mentorship to assigned staff.


 


The HCA program includes financial supports and navigation services aimed at reducing barriers to potential HCAs at different stages of their registration pathway with the BC Care Aide & Community Health Worker Registry. This portfolio also includes management of the recruitment and marketing campaign Choose2Care.



The successful candidate will play a key role within the Human Resources Strategies and Services (HRSS) department, as well as with our provincial and inter-provincial recruitment partners to develop and implement local, regional, national and international initiatives to overcome barriers to recruitment, and identify and recruit health professionals to the province. The Manager establishes and maintains effective, collaborative working relationships with key partners, including the Ministry of Health, health authorities, regulatory bodies, post-secondary institutions, professional associations; and facilitates related presentations, reports and workshops. The role works with complex issues to resolve emerging recruitment and retention challenges, including where appropriate to the portfolio administering financial incentives.



Required Knowledge and Experience:


University degree in economics, business administration, life sciences or other related field and seven (7) to ten (10) years of recent, related experience in the health care sector providing expertise in recruitment strategies, complex analysis and problem solving and immigration expertise or an equivalent combination of education, training, and experience.


 


Skills:



  • Customer service.

  • Ability to provide strategic consultative advice, problem solve and facilitate resolutions within unclear guidelines and established frameworks.

  • Ability to handle multiple projects simultaneously and prioritize work.

  • Ability to make formal presentations, and communicate effectively verbally and in writing.

Salary Range: $88,990 to $116,798


Typical Hiring Range: $88,990 to $111,237


In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.
