             This employment opportunity is restricted to residents of Iqaluit only.


Reporting to the Director of Human Resources, the Manager, Inuit Employment and Employee Development (Manager) plays a pivotal role in advancing the Department of Health’s commitment to building a representative and resilient public service. The Manager fosters a culture of continuous learning, collaboration, and inclusion, ensuring that employee development programs are culturally relevant, accessible, and responsive to the needs of Inuit communities across Nunavut. This role is central to fulfilling the Government of Nunavut’s legal and political obligations under Article 23 of the Nunavut Agreement, which requires the development and implementation of Inuit Employment Plans (IEPs) that reflect the proportion (85%) of Inuit in the territory’s population.


 


The Manager, Inuit Employment and Employee Development’s main responsibilities are but are not limited to: 



  • Leading the development, implementation, and monitoring of the Department of Health’s Inuit Employment Plan (IEP) in alignment with Article 23 of the Nunavut Agreement and the Katujjiluta mandate.  Developing and setting targets for the IEP on an annual basis. Adapting future plans and strategies to new or evolving mandates and priorities.

  • Acting as a subject matter expert in training and development, researching and recommending learning opportunities tailored to departmental needs.

  • Supporting the full employment life cycle including onboarding, performance management, and retention by coordinating training and development initiatives that enhance technical, behavioral, and client service skills.

  • Building and maintains partnerships with external stakeholders such as Executive and Intergovernmental Affairs (EIA), Nunavut Tunngavik Incorporated (NTI), Regional Inuit Associations (RIAs), and Nunavut Arctic College (NAC) to support collaborative initiatives.

  • Supervising the Staff Development and Information Coordinator, overseeing responsibilities related to statistical reporting, training logistics, orientation, and library services.


The knowledge, skills, and abilities required for this job are usually obtained through a recognized bachelor’s degree in human resources, business or office administration, or a related field plus a minimum of three (3) years of progressive experience in human resources, with a focus on training, development, or employment planning.  This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.


The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
