HEABC leads and supports the strategic planning related to human resources and labour relations on behalf of British Columbia’s publicly funded health employers. HEABC is responsible for negotiating provincial agreements for 138,000 unionized health care employees including nurses, physician residents, ambulance paramedics, health science professionals, and more.



HEABC’s Human Resources, Strategies & Services (HRSS) department is responsible for the administration of a number of Health Human Resource initiatives across the province. Health Match BC is growing and expanding the recruitment services it provides for in-demand and priority occupations. OPPORTUNITY:


Reporting to Executive Director, Nursing, Allied, and Associated Programs, the Manager, Nursing Immigration and Employment Services is responsible for leading, developing, and working with the respective partners on delivering a variety of programs and services to support nursing candidates who are interested in working in the BC public health care system. This role is responsible for overseeing employment and immigration services.



Responsibilities include:



  • Manages the delivery of Health Match BC’s nursing programs and services including candidate engagement, pipeline management, and reporting.

  • Works in close partnership with the Health Match BC team, to ensure appropriate systems are in place such that candidates are supported throughout the entire candidate process and journey.

  • Leads a team of Nursing Recruitment Consultants, Associates and Assistants, motivating them towards the attainment of the goals, objectives and vision of Health Match BC, the HR Services and Strategy Department, and HEABC.

  • Develops trusted advisory relationships with key partners including health authority representatives, regulatory bodies, educational institutions, professional associations, unions, federal agencies and sourced candidates.

  • Participates in provincial committees and working groups related to provincial priorities and ensures internal communication to impacted parties.



Required Experience:



  • University degree in economics, business administration, life sciences or a related field

  • Minimum of seven (7) years’ recent, related experience in the health care sector providing expertise in recruitment strategies, complex analysis and attraction strategies.

  • Problem solving and immigration expertise or an equivalent combination of education, training, and experience.

  • Strong organizational, project management, and change management skills, including the ability to develop, implement, monitor and evaluate strategic initiatives and projects.

  • Project Management Professional designation completed or in progress is an asset.

  • Demonstrated: customer service, ability to provide strategic consultative advice, problem solve and facilitate resolutions within unclear guidelines and established frameworks, handle multiple projects simultaneously, prioritize work, make formal presentations, communicate verbally and in writing and computer software/hardware skills.

  • Travel is required.

Salary Range: $88,990 to $116,798


Typical Hiring Range: $88,990 to $111,237


In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.
