Provides leadership, direction, and oversight for the consistent application of municipal by-laws and divisional practices in support of the Enforcement Division’s mandate. Responsible for managing daily operations and ensuring effective enforcement of municipal by-laws and applicable provincial legislation, including areas such as parking, noise, encroachment, dumping, licensing, and other regulatory matters.
This role also oversees the administration of the Parking Ticket Violation System, which processes a high volume of tickets annually, ensuring accuracy, efficiency, and compliance with legislative requirements. Works collaboratively with internal departments, external partners, and the community to support fair, consistent enforcement and service delivery aligned with organizational objectives.
Knowledge of justice systems, including provincial and federal laws, the Highway Traffic Act, the Provincial Offences Act, and municipal by‑laws, to interpret, apply, and ensure compliance.
Strong communication and interpersonal skills to manage difficult individuals, assess complaints, conduct lawful investigations and interviews, and participate effectively in trials.
Proficient with enforcement and administrative software including Microsoft Office, multiple enforcement databases (Parking Violation System, AMANDA, IT Tract, PES), PeopleSoft, OnPoint, and call‑centre systems.
Skilled in supervision and practical enforcement with experience applying legislation in real‑world situations, resolving complaints, managing violators, overseeing equipment and operations, and troubleshooting technical and operational issues.
