Manager of Regional Programs

Belleville and Quinte West Community Health Centre (BQWCHC)

$76,221 - $92,656 annual, Full Time Permanent

The Manager of Regional Programs is responsible for day-to-day leadership, coordination, and operation of BQWCHC’s regional programs and services, including supervision of the Virtual Care Team, the Lung Health Team, the Preventive Health Program, the Oral Health Program, and other programs as assigned; ensuring these programs and services are aligned with the needs of our clients & community, are effective, achieve measurable outcomes, and are aligned with regional strategies and approaches.

The Manager of Regional Programs is a member of BQWCHC’s management team – representing the voice of the regional program teams to broader organizational, planning, and strategic discussions and decisions, and facilitating improvements as part of continuous quality improvement and promoting organizational priorities.

Responsibilities:

  • Provides day-to-day leadership to the Regional Program teams, including Virtual Care (OTN), Lung Health, Preventative Health, Oral Health, and other programs as assigned in achievement of programmatic and strategic objectives
  • Collaborates with BQWCHC’s Management team and that of other partner organizations to ensure alignment of regional program service delivery, and contribute to quality and collaborative care initiatives
  • Provides supervision as it relates to HR management of Regional Programs, including the assurance of appropriate resource allocation (recruiting/hiring), staffing and scheduling; conflict resolution and appropriate communication within teams and between teams and organization/partners (clinical and administrative)
  • Ensures BQWCHC/partner agency policies and procedures are observed
  • Champions the development and implementation of Regional Programs to deliver quality, best-practice care, and leads team-based annual planning and performance evaluation, and ensures and contributes to any process related to data collection/submission and target-setting (both reportable measures and internal measures for quality and performance improvement)
  • Ensures team-based processes support a collaborative approach within the CHC and among partners, as appropriate; being mindful to acknowledge the needs of equity-seeking populations and the importance of a trauma-informed approach
  • Acts as a liaison between BQWCHC’s Regional Programs and community partners/agencies as it relates operational work (as appropriate) and fulfilling the expectations of each program 5.
  • Actively participate in regional forums, networks and communities of practice (i.e. HPE OHT Lung Health Action Table) to ensure effective partnerships are developed/maintained
  • Promotes a culture and practice of continuous learning, quality improvement, and promotion of BQWCHC mission and values
  • Identifies funding opportunities, prepare funding proposals/business cases, and liaise with funders regarding funded programs as appropriate

Qualifications:

  • Post-secondary degree in relevant health or other field or equivalent combination of education and experience
  • Minimum of 2 years of supervisory experience
  • Demonstrated experience as a creative, strategic, solutions-focused, and operational thinker and leader.
  • Experience in community program planning & delivery in a community-based setting.
  • Knowledge of health promotion strategies, community development and engagement, harm reduction, and trauma-informed practices
  • Knowledge of the Hastings and Prince Edward Counties’ area and issues affecting these communities
  • Experience in program development, monitoring and evaluation and continuous quality improvement methodology.
  • Ability to develop and monitor a program budget and expenditures.
  • Support for BQWCHC mission and values, including an understanding of anti-oppression principles, and ability to work effectively with people of various cultural, age, and economic backgrounds
  • Ability to work collaboratively within and across teams.
  • Proficiency in the use of computers and various software applications
