The Manager, People & Culture will be required to work Monday - Friday: 9:00 AM - 5:00 PM.

Position Summary
Reporting to the Director, Human Resources, the People and Culture Manager is responsible for implementing policies and practices that meet our vision, providing labour relations guidance, and working to maintain our core values while ensuring all decisions, programs and processes are aligned with our culture and core beliefs.
 
Duties and Responsibilities
  • Labour Relations & Union Management
    • Act as the primary liaison between management and union representatives.
    • Interpret, administer, and ensure compliance with Collective Agreements (CA).
    • Lead and support, Grievance handling and resolution
    • Discipline processes (progressive discipline, investigations)
    • Arbitration preparation and case management
    • Participate in collective bargaining, including, Proposal development
    • Maintain positive, professional labour–management relationships.
    • Provide guidance to leaders on union-related matters and best practices
  • Lead final step grievance meetings with Union partners, support or lead mediation, arbitration, Labour Management Committees and workplace investigations.  
  • Participate in the collective bargaining process through researching industry standards, case law, drafting proposals, preparing briefs, etc.; communicate and implement collective agreement changes as a result of bargaining under the guidance of the Director of People and Culture.  
  • Provide coaching and guidance to management on performance-related issues, leaves of absences, return-to-work plans, disciplinary actions, conflict resolution, workplace investigations and other employee or labour relation matters.
  • Serve as an escalation point for employee inquiries and issues; manage and resolve complex employee relations issues.
  • Provide day-to-day direction and guidance to payroll and People and Culture staff.
  • Review biweekly payroll reports to ensure accuracy and compliance with internal policies and external legal frameworks.
  • Oversee full cycle recruitment, including sourcing and screening, working collaboratively with the hiring manager to hire the best talent for the organization, reviewing employment agreements in accordance with any established policies, procedures, and Collective Agreement. 
  • Seek out best practices and trends on talent strategy and retention-related topics, making tweaks and optimizations at Dixon Hall when required. 
  • Coordinate employee performance and appraisal programs in conjunction with Dixon Hall’s established calendar. 
  • Oversee benefit administration, onboarding and offboarding processes.
  • Support and participate in employee and labour relations strategic projects and implement common processes/tools for use by the People and Culture team 
  • Assist with introducing new or revised policies and process changes.
  • Develop innovative and engaging learning and development solutions and end-user experiences using best practice learning and development tools, and adult learning theory principles. 
  • Act as a subject matter expert for HRIS, Payroll, and Workforce Management systems, ensuring optimal system performance.
  • Analyze, design, configure, and implement HR technology solutions to support Agency needs.
  • Conduct system analysis, identify issues and recommend solutions or process improvements for the HRIS and payroll system (UKG Pro WFM).
  • Perform testing, complete documentation, and support end-user training for the HRIS and payroll system (UKG Pro WFM).
  • Ensure up-to-date knowledge of the latest HR trends, legislation, and best practices 
  • Collaborate with the Director, HR to prepare annual staffing budgets.
  • Other duties as required.
 
Qualifications
  • Bachelor's degree or Diploma in Human Resource Management or Industrial Relations and Labour Law; additional designations or diplomas are an asset (e.g. CHRP).
  • Minimum four (4 – 5) years of experience in a related role in organizational development, talent, and/or culture management or complementary HR, recruitment, or similar experience. 
  • Minimum three (3) years of experience with labour relations required.
  • Strong knowledge of employment laws and HR best practices.
  • Experience with and knowledge of change management principles, methodologies and tools an asset.
  • Experience within the NGO’s, Housing sector is an asset.  
  • Exceptional communication skills, both written and verbal 
  • Flexible and adaptable; able to work in ambiguous situations 
  • Highly motivated, energetic individual with the ability to be self-directed 
  • A genuine collaborator and team player - an inclusive mindset and ability to build great relationships at all levels of the organization 
  • High level of judgment and integrity, including excellent decision-making skills  
  • Must be qualified to work in Canada legally for the employer.
  • Able to provide a Vulnerable Sector Screening check with a ‘Clear’ or satisfactory result that meets the operational requirements of the Agency.

Working Conditions
  • Office environment lit by LED and some natural light.  
  • Noise level in the work environment is usually quiet to moderate.

Physical and Sensory Demands
  • Long periods spent at a desk/computer or engaging in conversations on the telephone. 
  • Able to manipulate keys on a keyboard. 
  • May involve frequent bending, moving, lifting, and carrying material weighing up to 20 pounds /9.07kg. 
  • Able to tolerate a variety of indoor environments as determined by program location; Required to climb stairs and maneuver through non-accessible features that are typical of the architecture in older buildings while conducting meetings with staff.
