Job Description - Manager, Residential Support Programs
Purpose and Scope
The Manager, Residential Support Programs, under the direction of the Executive Director, will primarily be responsible for the delivery of residential support programs operated by Opportunities Yukon (OY). The manager is responsible for operational planning, health and safety, appropriate training for all residential staff, and for the delivery of appropriate programming for all clients receiving services and supports from OY residential programs.
The manager coordinates case management with a team of Residence Supervisor(s). The team works closely with Health & Social Services (HSS) Case Managers from Community Outreach Services, Disability Services, Family & Children’s Services, and Mental Wellness and Substance Use Services (MWSUS). The manager also collaborates with other community agencies and resources to provide and coordinate these services, enabling clients to live as independently as possible in the community.
This position is a key member of Opportunities Yukon’s client-centric support model case management team, working collaboratively with other OY program managers.
Principal Duties, Responsibilities, and Interactions
Manages the planning, implementation, and progress reporting of OY Client Support Plans in collaboration with HSS case managers,to ensure alignment with each residential program's deliverables. Planning includes assessing a client’s needs, developing support plans and programs, assessing therapeutic interventions to meet these needs, and evaluating the client’s progress.
Develop and maintain responsible and accountable practices through appropriate and consistent interpretation of policies and procedures in the delivery of support services outlined in OY Client Support Plans.
Manages the residential programs team, responsible for primary care service delivery, support and supervision of clients supported through OY residential programs; provides guidance to supervisors and staff and ensures the integrity of programming grounded in evidence-based best practices and interventions.
Fosters a supportive work environment for staff by:
ensuring adequate human resources are identified and available to meet program and service delivery demands; assist with recruiting, hiring, and training new staff;
supervising residential program staff performance, including the collaborative development, approval and monitoring of individual Employee Performance Plans; arranging and participating in regular staff meetings;
Identifying staff training and skills development needs and developing training plans and strategies.
Ensures that departmental health and safety policies and procedures are relevant and up to date; that staff understand and use correct reporting procedures for incident reporting, including but not limited to client injury or illness, incidents of aggression, or injury involving employees; and that all staff are equipped with and use the proper personal protective equipment.
Ensures compliance with current employment, occupational health and safety, and human rights legislation and regulations where applicable to maintain safe, confidential, respectful, and empowering living conditions for clients and maintain high-quality service standards.
Participates in developing, implementing, and monitoring the residential program operational budget.
Builds and maintains positive working relationships with other service providers, including but not limited to social workers, other medical staff, corrections officers, the RCMP, and other NGOs as required;
Collaborates with other members of the OY Management Team to make recommendations to the Executive Director regarding service delivery gaps, program development, policies, and procedures.
Working Environment
The position regularly works in an office environment (75%), manages competing demands and priorities, and interacts with others under varying circumstances, including highly sensitive situations.
The position regularly visits OY residences or meets with clients (25%) where there is a risk of injury related to interactions:
with clients who may have a contagious illness and/or be psychologically or physically harmful;
with clients under varying circumstances-including situations of a highly sensitive and potentially volatile nature;
Regular interaction with:
employees, management, social workers, clinical care providers and the public at large;
Adherence to safety procedures and practices, including the use of PPE, minimizes the risk of injury.
Regular weekday schedule with the periodic overtime requirement for on-call evening and weekend support to residence supervisors.
Knowledge, Skills and Abilities Required
Ability to manage the performance of direct reports;
Experience working to achieve diplomacy and conflict resolution;
Ability to identify issues and implement creative and strategic solutions to overcome problems;
Ability to remain calm and poised in urgent situations;
Effective initiative, judgment, and decision-making capabilities.
Education Desired
A bachelor's degree in social work, psychology, recreational therapy, or a related field (a Master’s Degree is considered an asset).
Demonstrated experience managing staff and supporting multidisciplinary teams;
An equivalent combination of education, training and/or experience may be considered.
