Program Overview – Supportive Housing Programs, Community Care Unit
(Cummer Housing: 185 Cummer Avenue, Toronto, ON)

This position is responsible to the Director, Supportive Housing Programs, Community Care.

The Manager, Supportive Housing Programs oversees the day-to-day operations site, including supervision of supervisors, tenants, program staff, volunteers and students. This position is responsible for the daily implementation of services and supporting the team with achieving the program outcomes.  The Manager is responsible for implementing protocols, policies and procedures, and program development. 

The Supportive Housing Program provides housing for seniors who have been street involved, experiencing mental health and/or addictions issues. The program provides onsite psychosocial, primary care supports and services including: intensive case management; harm reduction and addiction supports; therapeutic and supportive counseling; assistance with activities of daily living; nursing services; life skills development; social and recreational activities; volunteer opportunities; and follow up support. 

What You Will Do

• Carries out the management, operational responsibilities & oversight of programs, services, and initiatives associated with transitional &/or supportive housing buildings.
• Provides ongoing orientation, training and supervision to all staff and conducts annual performance appraisals.
• Provides direction, coaching and performance management of Supervisors, Team leads & Frontline Staff.
• Provides direction and support to staff regarding program issues, team building, and crises incidents through individual and team meetings.
• Ensures the effective utilization, training, and support of volunteers and students throughout the various programming activities.
• Recruits and hires staff and assists in carrying out personnel functions within the programs in consultation with the Director.
• Works with the Director to ensure the planning and implementation of staff development.
• Implements ongoing promotion/awareness building of the programs and its services to the immediate and broader community.
• Participates and represents the programs in existing and new external committees or networks in relevant sectors and internal staff committees as directed by the Director.
• Supports the Director in building and maintaining internal and external partnerships and collaborative activities.
• Develops and implements an effective evaluation strategy in collaboration with the Director.
• Develops and implements program/operational protocols in consultation with the Director.
• Reports risk, safety, security and liability concerns in a timely manner to the Department Director
• Assist Director to implement solutions to improve safety & wellness
• Develops, implements and oversees program initiatives, such as food access, peer involvement, and social, recreational and life skills programming.
• Develops and maintains policies and procedures with respect to tenant selection and internal transfers
• Works with Housing Staff to resolve tenancy/safety issues related to hoarding, fire safety, trespassing etc
• Develop appropriate alternatives to eviction
• Strive for low vacancy rates by anticipating turn-overs
• Work with legal services to prepare tribunal documents; attend hearings and mediation
• Works with staff to ensure development and execution of Care Plans
• Organizes and facilitates community meetings and meetings between the City of Toronto, Funders and relevant staff at WoodGreen Community Care and Housing units.
• Develops common strategies to collaboratively address tenancy and building issues as they arise.
• Liaises with WoodGreen Housing and Building Services to ensure effective property management
• Ensures that organizational policies and procedures are carried out within all programs areas, services, and initiatives.
• Prepares and monitors program financial information and program budgets within the organization’s administrative policies and procedures.
• Develops and implements data tracking systems, liaises with funders and completes funding reports.
• Prepares statistical & program reports. Inclusive of quarterly submissions
• Coordinates and participates in Unit/Department leadership meetings, and other relevant meetings for the purposes of ensuring coordinated and integrative programming, and resource sharing.
• Ensures that the equity objectives and community development policies of the organization are achieved within the programs.
• Participates in regular supervisory sessions with the Director.
• Engages in training and education to upgrade skills as directed by WoodGreen to fulfill the responsibilities of the position.
• Participates in the on-call rotation for Supportive Housing Programs, as scheduled.
• Carries out additional management and other duties as identified from time to time by the Director.

What You Bring to the Team

• Master’s degree or Bachelor’s degree and equivalent experience.
• Minimum 5 years’ experience: developing and implementing programs; working with homeless and vulnerably housed individuals; experience with older adults and seniors; supervising staff, preferably in a unionized environment.
• Knowledge of RTA and occupancy agreements, and property management.
