Job Description - Moderate Livelihood Navigator

Location: Waycobah First Nation Community


Position: Moderate Livelihood Navigator


Position Type: Full-time, permanent


Salary: $42,500 - $50,000.

GENERAL ACCOUNTABILITY STATEMENT


Reporting to the Director of Fisheries, the Moderate Livelihood Navigator is responsible for implementing and enforcing the treaty fishery rights and developing the Moderate Livelihood plan for Waycobah First Nation. This position must develop and maintain a productive and sustainable fishery, while managing and protecting fish species. In order to successfully carry out responsibilities, the Moderate Livelihood Navigator must liaise, engage and maintain relationships with internal and external stakeholders to the Waycobah Fisheries.


 


The Moderate Livelihood Navigator must comply with We’koqma’q policies and procedures, and government and federal regulations surrounding workplace safety.


 


DUTIES AND RESPONSBILITIES



  • Engage with community members to discuss and identify future initiatives for the implementation of the Moderate Livelihood Plan

  • Develop and implement Moderate Livelihood Plan

  • Prepare fishermen, harvesters and fishery for season opening; ensuring that health and safety regulations are met at all times

  • Ensure Treaty Fishery Rights are up to date, maintained, implemented and followed

  • Liaise with government agencies, associations, industry partners and other Bands, as it relates to fishing agreements and the overall health and safety of the fishery

  • Seek out training opportunities for Harvesters; ensuring that they are properly educated on rules and regulations

  • Provide reports to Chief & Council regarding all fishery related issues and concerns

  • Assist in the coordination of education and awareness programs as it relates to natural resources, fresh and marine waters

  • Liase with legal counsel where necessary


 


EDUCATION, EXPERIENCE AND PERSONAL ATTRIBUTES



  • Minimum of 5 years’ experience in the fishing industry

  • Experience in a supervisory role

  • Firm understanding of government rules and regulations of fishing

  • Proficiency in Microsoft Suites (Word, Excel, PowerPoint)

  • Excellent written and oral communication skills

  • Public speaking skills

  • Knowledge of First Nations community and culture

  • Ability to create and execute on strategic plans

INNOVATION


It is expected that the Moderate Livelihood Navigatorwill seek innovation within the provision of establishing, managing and providing education on the moderate livelihood plan and treaty fishery rights; which includes ensuring that the health and safety of both employees and the fish ecosystem remain top priority, that key stakeholders are sufficiently engaged, and that the treaty rights integrity is upheld.


 


DECISION MAKING


The Moderate Livelihood Navigatorhas decision making authority as it relates to the implementation and timeline for the Moderate Livelihood Plan. They also have the authority to decide which stakeholders to communicate with and how to engage them.


 


All other decisions must be verified and/or approved by the Director of Fisheries, Chief Executive Officer or Chief & Council.



IMPACT OF RESULTS


Results can be measured by the overall health, safety and preparedness of fishermen, the engagement of community members and other key stakeholders in creating the moderate livelihood fisheries plan, and the ability to follow the treaty guidelines. It is crucial that the Moderate Livelihood Coordinator ensure that the fishery follows all rules and regulations as it relates to fishing, as equipment or live catch have the potential of being seized by the DFO.


 


WORKING CONDITIONS


Physical Environment
The Moderate Livelihood Navigatorwill be expected to complete administrative tasks in an office environment that is clean, temperature controlled, well-lit and well-maintained.


 


This position will spend a portion of their time working within the fishery. At times this position may be exposed to inclement weather conditions.


 


Sensory Attention


The Moderate Livelihood Navigatorwill frequently be required to meet and liaise with community members, Band members, DFO, and government agencies. It is crucial that the incumbent be able to effectively communicate, understand and retain information provided by all stakeholders as well as ensure that the fishery understands and is following specific rules and regulations. In order to effectively do so, the incumbent must have the capability to hear, speak, see, analyse, and use other motor functions at an adequate level.


 


Mental Pressures                 


At times, duties and decisions may need to be performed quickly and effectively for the wellbeing of the department and employees. The incumbent may also need to be a mediator to fishermen or other individuals who are experiencing issues as it relates to rules and regulations under the treaty agreement and/or health and safety. These responsibilities, as well as the responsibility of ensuring that requirements are met in a timely manner, may cause increased mental pressures. It is important that the incumbent be able to


 


Position Hours and Travel Requirements
The Moderate Livelihood Navigatoris required to work 8:30AM – 4:30PM, Monday to Thursday, with the expectation that overtime hours outside of the regular schedule may be necessary in order to complete tasks.



This position is required to travel within the community to communicate with community and board members. This position, at times, may also be required to travel outside of the community for the purpose of training or liaising with stakeholders.
