Job Description - Operations Manager

Job Title: Operations Manager


Location: Gilbert Centre, Barrie, Ontario
Employment Type: Full-Time


Compensation: $60,000-$75,000 / year, annualized salary


Reports to: Executive Director



Position Overview


The Operations Manager plays a central leadership role in ensuring the Gilbert Centre operates efficiently, sustainably, and in alignment with our mission and values. This position oversees the Centre's internal systems, human resources, finance coordination, and administrative functions, ensuring the smooth functioning of day-to-day administrative operations and compliance with organizational policies and legal standards.


 


Reporting to the Executive Director, the Operations Manager will optimize internal processes, strengthen operational capacity, and foster collaboration across departments. The position will also oversee social enterprise initiatives, non-funder restricted revenue streams, charitable gaming proceeds, donor management, and asset tracking.


 


The successful candidate will demonstrate strong leadership, organizational, and problem-solving skills, with an ability to balance strategy and execution while leading a small but dynamic operations team.


About Us


The Gilbert Centre is a registered, not-for-profit charitable organization incorporated in 1995 in response to the HIV epidemic in Simcoe County and Muskoka Region. The mandate of the Centre has since broadened to not only support people at risk of, living with, and affected by HIV and other sexually transmitted and blood-borne infections (STBBIs), but also to celebrate and support 2S-LGBTQ+ communities across our regions.


 


We take a broad social determinants approach grounded in social justice, health equity, and human rights. Our work is guided by harm reduction, sex positivity, and queer and trans inclusion. We envision a future that does not criminalize sex work or narcotics use and where all people are treated with dignity and respect.



Key Responsibilities

Leadership & Collaboration



  • Lead operational strategy and administration in collaboration with the Executive Director and management team.

  • Model and uphold the Gilbert Centre’s Leadership Expectations Framework in all management and staff interactions.

  • Foster a collaborative, values-driven environment that emphasizes integrity, accountability, and shared problem-solving.

  • Support management and staff through clear communication, timely follow-up, and transparent decision-making.

  • Engage in ongoing professional development and build relationships with sector partners, funders, and networks to strengthen operational excellence and leadership visibility.




Finance & Administration



  • Oversee daily operational and administrative functions, including resource management, budgeting processes, and financial tracking.

  • Collaborate with the Executive Director and Finance Committee on budget monitoring and variance reporting.

  • Maintain accurate documentation of receipts, reimbursements, and expenditures to ensure compliance with financial and audit standards.

  • Support funder reporting and grant compliance, working closely with program managers to ensure alignment and accuracy.

  • Ensure funder systems, reports, and grant documentation are accurate and submitted on time, in collaboration with program managers.

  • Lead procurement and vendor management, ensuring efficiency, transparency, and cost-effectiveness.




Human Resources & Labour Relations



  • Oversee HR systems, including recruitment coordination, onboarding, performance management, and benefits administration.

  • Work collaboratively with CUPE Local 1813.14 to ensure adherence to the collective agreement and foster constructive labour relations.

  • Support and, when delegated, lead collective bargaining preparation and negotiations in collaboration with the Executive Director.

  • Develop and maintain policies and procedures that promote a fair, inclusive, and safe workplace.




Communications & Development



  • Oversee external communications, including website management, social media, and outreach initiatives, ensuring brand alignment and accessibility.

  • Support donor relations, charitable gaming initiatives, and social enterprise activities to enhance sustainability and unrestricted revenue.

  • Collaborate on the development of grant proposals and funder reports that strengthen the organization’s funding portfolio.




Organizational Sustainability & Culture



  • Participate in strategic planning, risk management, and policy development as part of the management team.

  • Support or lead Centre-wide events and initiatives such as World AIDS Day, community testing drives, fundraising campaigns, and public education activities, in collaboration with other managers and staff.

  • Lead or support organizational projects related to technology, systems improvement, and compliance.

  • Contribute to a welcoming, inclusive environment by engaging with participants, Ambassadors, volunteers, and staff.

  • Support agency-wide events, initiatives, and culture-building activities that reflect the Centre’s mission and values.

  • Other administrative and operational duties and responsibilities as required.



Qualifications




  • Post-secondary education in business administration, leadership, public administration, or related field (or equivalent lived/work experience).

  • Minimum 3 years of experience in operations management, administration, or related leadership role within a non-profit, charitable, or public sector environment.

  • Demonstrated experience in human resource functions, financial tracking, and organizational systems management.

  • Strong understanding of budgeting, procurement, and vendor management processes.

  • Excellent communication, organizational, and analytical skills.

  • Proven ability to balance multiple priorities and work collaboratively within a diverse and inclusive environment.

  • Proficiency with Microsoft Office Suite and digital platforms for human resources, finance, and communication.

  • Valid driver’s license and ability to travel within Simcoe Muskoka.



Preferred



  • Experience working within a unionized environment.

  • Experience with grant writing, donor relations, or charitable gaming administration.

  • Familiarity with non-profit governance and strategic planning.

  • Knowledge of social enterprise activities and their contribution to non-profit sustainability.



Compensation:



  • Salary Range: $60,000-75,000 salaried at 35 hours / week; aligned with experience, portfolio breadth, and supervisory scope.

  • Benefits: Canada Life – Health, Dental, Vision, Drugs

  • Paid Time Off: 3 weeks’ Vacation, 3 weeks’ Sick, and 1 week Float, annualized.
