Role Overview
The Organizational Change Management (OCM) Lead / Project Manager provides leadership on large-scale, complex, high-profile, and high-risk I&IT initiatives within a public sector environment. This role is accountable for ensuring project and change deliverables are completed on time, within scope and budget, while adhering to established project management and change management frameworks.
Key Responsibilities
· Lead organizational change management in a senior leadership role for a large, complex I&IT project
· Manage and direct a team of Change Management consultants
· Ensure project deliverables meet business requirements related to scope, schedule, budget, and quality
· Lead change management strategy development, planning, and execution
· Promote adherence to standard project and change management methodologies and best practices
· Direct project teams to ensure deliverables align with government and ministry standards
· Coordinate, monitor, and report on project and change activities across all phases of delivery
· Develop and communicate guidelines, procedures, and training materials
· Identify, assess, and mitigate project and change-related risks and issues
· Escalate risks and issues to senior executives with recommended mitigation strategies
· Establish and participate in steering committees and stakeholder forums
· Provide project, program, and portfolio-level reporting to senior stakeholders
· Resolve resourcing challenges, interpersonal conflicts, and stakeholder concerns
· Support change adoption by addressing resistance and reinforcing change enablers throughout the project lifecycle

· Strong relationship management and influencing capabilities
· Excellent written and verbal communication skills

· Ability to assess and align initiatives with organizational needs

· Knowledge of OCM, communication, and training strategies
· Understanding of I&IT concepts, trends, and delivery frameworks
