Payroll Analyst

 

Job Status:  Permanent Full-Time

Pay & Grade: $71,959 to $89,950 Annually Grade/Band: 8

Hours of Work:35 Hours per week

Initial location: Kitchener City Hall

Posting period:March 20, 2025 to April 3, 2025 (at 6:00pm)

 

Overview

The Payroll Analyst position provides analysis of payroll related general ledger accounts and expenditures, complete payroll account reconciliations, and various payroll functions for non-union and unionized employees. This position also provides periodic back up to payroll processing.

 

Responsibilities

 

Payroll Analysis, Accounting, and Reporting:

  • Analyze payroll costs such as salaries, wages, full-time, part-time, overtime, premiums, etc., for accuracy and appropriateness relating to trends and budgets.
  • Assist payroll supervisor with year-end functions such as OMERS reporting, public sector salary disclosure, T4 reporting, sick/vacation balance issues.
  • Reconcile payroll accounts on monthly, quarterly, and yearly basis (e.g., banked overtime, payroll accruals, clothing deductions, self-funded leaves).
  • Conduct routine audits of payroll remittances such as CPP, EI, OMERS to ensure compliance. Identify discrepancies, recommend, and implement solutions.
  • Assist payroll supervisor with the collection of information required for collective bargaining, reserve fund analysis, and setting fringe rates.
  • Provide payroll data to financial planning for budgeting purposes.
  • Assist with research of accounting treatment and legislative requirements for payroll related items.

 

Payroll System Support:

  • Provide functional support and testing for payroll system upgrades and legislative updates.
  • Reconcile subsystems from PeopleSoft payroll to SAP general ledger. Monitor for errors and prepare journal entries to rectify differences.
  • Recommend process improvements and resolve interface issues.
  • Provide training to Payroll Administrator on Peoplesoft functionality.
  • Support business units with any enhancements regarding time entry functions.

 

Payroll Function:

  • Act as a backup to the Payroll Administrator for weekly and bi-weekly payroll processing as required.
  • Calculate retroactive payments, annual vacation payments, and annual vacation percentage increases for part-time and temporary employees.
  • Document payroll processes as assigned.
  • Assist with payroll related continuous improvement projects as required.

 

Requirements

  • Minimum 3-year diploma/degree in a related field such as Accounting.
  • Minimum of 1-year full cycle payroll experience in a computerized payroll environment in a large, multi-unionized organization.
  • Payroll Compliance Professional (PCP) certification.   
  • Experience working with HRIS/payroll systems and an ERP system such as PeopleSoft, SuccessFactors and SAP.
  • Knowledge of payroll administration, processes, and procedures.
  • Comprehensive and current knowledge of applicable government legislation, Canadian tax provisions, provincial employment standards, provincial/federal programs including CPP, EI, workers compensation, etc.
  • Comprehensive computer skills in a Windows environment with a knowledge of Microsoft Office applications with advanced level Excel skills.
  • Ability to understand and assist with implementation of system changes due to collective agreements, pension plans and all payroll related regulations.
  • High level documentation skills with strong attention to detail.
  • Strong communication and analytical ability with excellent interpersonal and problem-solving skills.
  • Ability to work independently in a time sensitive environment.
  • Ability to deal effectively with multiple priorities while meeting all deadlines.
  • Ability to maintain strict standards of confidentiality and deal with sensitive information.
  • Reliable with a good attitude and employment record.
