Job Description - Payroll Specialist

What you can expect from this position:


Reporting to the Payroll Manager, this position  administers full-cycle payroll for a large unionized workforce.  This includes accurate, timely payroll processing, maintaining compliance with legislative requirements and collaborating with internal and external partners to resolve payroll-related matters.


As a Payroll Specialist, you will:



  • Administer full-cycle bi-weekly payroll for 2,100 employees across multiple employee groups.

  • Process payroll transactions including retroactive adjustments, bonuses, terminations, and salary continuance.

  • Manage payroll imports, validate data, troubleshoot discrepancies, and reprocess as required.

  • Reconcile payroll reports, including earnings, deductions, and pre-check reports.

  • Process statutory deductions and payments including taxes, pension, WSIB, union dues, and garnishments.

  • Prepare and submit Records of Employment (ROEs) in compliance with legislative requirements.

  • Support year-end payroll processes including T4 preparation, reconciliations, and reporting.

  • Maintain payroll records and audit documentation for internal and external stakeholders.

  • Respond to payroll inquiries from employees, managers, and external agencies (CRA, WSIB, etc.).

  • Collaborate with HR, Finance, and other business units to ensure accurate payroll processing.


This unionized position is classified at the Band 5 level, with an hourly wage of $40.17, based on a 37.5 hour work week. The successful candidate must be available to commence the duties of the position once a selection decision has been made. A test will be administered as a part of the recruitment process. An eligibility list may be created.


This is the role for you, if you have:



  • Experience with payroll systems.

  • Minimum of two (2) years of experience in a Unionized payroll environment.

  • Payroll Administration Certificate.

  • Canadian Payroll Association Certification/membership a must or working towards.

  • Minimum Ontario Secondary School Diploma.

  • Ability to obtain and retain Transportation Security Clearance.


Knowledge and skills you bring, that set-you up for success:



  • Strong knowledge of payroll processing and timekeeping systems (e.g. UKG/Dimensions).

  • Strong interpersonal skills with the ability to collaborate across all levels of the organization.

  • Knowledge of federal and provincial payroll legislation, unemployment, and worker's compensation laws and regulations as they affect payroll systems and operations.

  • Strong analytical and problem-solving skills with high attention to detail.

  • Effective written and verbal communication skills.

  • Ability to prioritize and manage multi deadlines in a fast paced environment-tasks, build strong customer relationships and communicate effectively with all levels of the organization and with external partners.

  • Ability to work with garnishments, statutory deductions and benefits administration.
