Job Description - Policy Advisor

The National Police Federation is currently hiring a Policy Advisor to join our team.   
 
Overview of the Role: The Policy Advisor provides advice, research, policy development, and recommendations to achieve outcomes identified by the membership’s interests and needs. The Policy Advisor provides support for the NPF working groups and task forces. 


 


Reporting to: Manager, Government Relations & Policy 


Location: Hybrid Role located in Ottawa

The National Police Federation (NPF) represents ~20,000 RCMP Members serving across Canada and internationally. We are the largest police union in Canada. The NPF is focused on improving public safety for all Canadians, including our Members by advocating for much-needed investment in the public safety continuum. This includes investments in police resourcing and modern equipment, as well as social programs including health, addiction, and housing supports to enhance safety and livability in the many communities we serve, large and small, across Canada.

Key Responsibilities: 



Committee & Task Force Support  



  • Take notes at planning sessions and official meetings with the Employer. 

  • Coordinator internal and external meetings. 

  • Effectively maintain a file and document storage system on SharePoint. 

  • Support on any policy-related action items arising from the Committees/Task Forces. 

  • Conduct research on various topics as needed by the Committees/Task Forces. 


 


Policy writing 



  • Catalogue data into categories to support recommendations. 

  • Plan and structure compelling policy briefs, statements, position paper. 

  • Produce a draft of the policy product.  

  • Respond to comments/suggestions/edits as future iterations of the project are produced. 

  • Finalize document versions to be submitted to governments/Board of Directors/Employer. 


 


Research 



  • Research subjects assigned as required. 

  • Gather information and data related to the topic of interest from academic sources, news reports, government documents, and internal NPF/RCMP studies/statistics. 

  • Analyze data from surveys/questionnaires/focus groups sessions and draft recommendations based on these findings. 


 


Trends and Analysis 



  • Examine work coming down the policy pipeline. 

  • Anticipate future issues. 

  • Provide advice as needed. 

  • Monitor current events relating to Public Safety. 


 


Other tasks (as needed basis) 



  • Produce surveys/questionnaires to obtain data from Members. 

  • Coordinate and facilitate focus group sessions. 

  • Take notes during focus group sessions. 

  • Monitor federation and provincial legislation and provide policy, legislative and regulatory analysis when required. 


 


Qualifications:  



  • Education and Experience 

  • University degree, certificate or equivalent experience in policy, political science, economics, labour relations, law, or a related field.  

  • 4+ years' experience in policy, policing, government or legislative environment in an association or union setting, with consistent progression in responsibility.   

  • Bilingualism (English/French) is required.  


 


Knowledge 



  • Knowledge of, or ability to learn, RCMP policies and procedures. 

  • Knowledge of the public safety domain. 


 


Skills 


Highly proficient with Microsoft Office productivity tools. 


Strong research experience and skills.   


Ability to read and understand legislation and the legislative process.  


Strong qualitative and quantitative analyses skills. 


Strong critical thinking skills.  


Strong professional writing skills.

Other requirements 


Travel required at least two times per year 


Must successfully pass a pre-employment criminal record check. 


 


Compensation & Other Important Information: 


The starting base salary, depending on qualifications/experience, for this position is between $73,784.26 - $86,081.63 range. The maximum salary for the role is $110,676.38. The ability to advance through the salary range will be based on performance through our performance management program. 


 


Starting annual leave for this position is 3 weeks (accrued as earned) which increases to 4 weeks after five years of employment with the NPF.  


 


While requiring some travel in your province and across Canada is a requirement for this role, our remote work model includes flexibility in completing work hours and a philosophy in promoting a positive work-life balance.
