Role Overview
The Privacy Impact Assessment (PIA) Specialist leads and supports the development of Privacy Impact Assessments to ensure that new technologies, information systems, programs, or policies comply with applicable privacy legislation, regulations, and best practices. The role focuses on identifying privacy risks, recommending mitigation strategies, and addressing stakeholder concerns in a publicâsector environment.
Key Responsibilities
- Lead or support the development of Privacy Impact Assessments (PIAs) for new or enhanced technologies, systems, programs, and policies
- Evaluate compliance with provincial, municipal, and federal privacy legislation, regulations, directives, standards, guidelines, and internationally accepted Fair Information Practices
- Identify privacy risks and develop findings and recommendations for mitigation by business owners
- Develop and deliver PIA deliverables, including reports, briefing materials, and training or awareness content
- Prepare inâdepth, audienceâspecific documentation (e.g., PIA reports, executive briefing notes) using PIA, business analysis, risk analysis, and information management lifecycle methodologies
- Provide privacy advice, best practices, and guidance on mitigation strategies
- Consult, negotiate, and coordinate with technical, business, legal, and other subject matter experts
- Apply project management practices to manage timelines and deliverables
- Deliver education and training related to privacy and PIAs
Required Qualifications & Experience
Must Have:
- Develop and deliver PIA deliverables (e.g., PIA Reports, Education/Awareness/Training Materials)
- Following several methodologies (PIA methodology, business analysis, risk analysis principles, IM lifecycle) prepares in-depth report tailored to the target audience (e.g., Privacy Impact Assessment Report, briefing notes for senior management) that analyses existing and proposed policies, programs and technical upgrades for risks and impacts on an individualâs personal information and privacy controls. Findings and recommendations for action are identified for business owners to action.
- Develop and deliver PIA related training to clients.
Privacy & Policy Knowledge
- Strong knowledge of privacy and security concepts, trends, and issues, and their impact on business processes
- Experience researching, interpreting, and applying privacy legislation, regulations, and jurisprudence
- Demonstrated experience conducting PIAs in a publicâsector context
- Knowledge of privacyâenhancing best practices
- Ability to interpret and apply Ontario privacy legislation, including FIPPA, MFIPPA, and PHIPA
- Familiarity with federal and international privacy legislation (e.g., PIPEDA, US PATRIOT Act)
Operational & Analytical Skills
- Ability to independently lead or support PIA development as part of a multidisciplinary team
- Strong analytical skills to assess current and future privacy impacts of initiatives
- Experience creating and interpreting data flow and business process diagrams
- Ability to identify when external expertise is required and engage appropriately
Technology & Information Management
- Knowledge of IT concepts affecting personal information protection, including system interfaces, information security, information architecture, and data flows
- Experience developing risk assessment tools, methodologies, policies, and procedures
- Knowledge of records management practices, including classification, retention, and disposition
- Understanding of accessibility legislation and related standards
Communication Skills
- Excellent written and verbal communication skills
- Ability to communicate complex privacy concepts to technical, business, and nonâprivacy audiences
Desirable Assets
- Professional certification in a related discipline (e.g., IT security, architecture)
- Experience delivering privacy education or training
- Experience working within Ontario government policy, project approval, or business case processes
