Job Description - Procurement & Employment Outreach Officer

Position Summary




The Procurement and Employment Support Worker will work closely with Indigenous communities, businesses, and organizations to promote the benefits of procurement opportunities, assist with business development, and facilitate increased employment opportunities for Indigenous individuals within the National Capital Region. This role will focus on building meaningful relationships, addressing barriers to participation, and ensuring access to resources for Indigenous communities in procurement and employment ecosystems.




Key Responsibilities


Indigenous Community Liaison



  • Engage with Indigenous communities and organizations to promote procurement opportunities for businesses and workers.

  • Build and maintain a directory of Indigenous businesses, contractors, and skilled workers.

  • Collaborate with educational and community development organizations to enhance skills training and employability in the NCR.


Business Procurement Support



  • Promote procurement opportunities to Indigenous businesses and assist with understanding government and corporate systems.

  • Help businesses navigate registration, bidding processes, and overcome barriers to procurement participation.

  • Support access to training, resources, and financial assistance for Indigenous businesses.


Employment Development Support



  • Work with Indigenous Employment Officers and training providers to support Indigenous employment through procurement opportunities.

  • Assist individuals in acquiring skills and resources needed for employment in the procurement ecosystem.

  • Facilitate access to financial, housing, and other supports for long-term employment and wealth creation.




Qualifications


Education



  • A degree or diploma in Indigenous Studies, Business Administration, Public Administration, or a related field.


Experience



  • 5+ years of experience working with Indigenous communities or in areas such as procurement, business development, employment services, or government relations..

  • Familiarity with Indigenous governance, economic development, and education systems is an asset.


Abilities, Knowledge & Skills



  • Strong understanding of Indigenous communities, culture, and economic development.

  • Knowledge of procurement systems and processes.

  • Excellent communication, relationship-building, and problem-solving skills.

  • Ability to work independently and collaboratively.

  • Proficient in Microsoft Office and government procurement platforms.

  • English fluency required; knowledge of an Indigenous language is an asset.



This is a unionized position. 




Primary Location: Ottawa, Ontario. NACCA operates on a hybrid work model. Remote work arrangements may be considered based on organizational needs and role responsibilities.
