PRIMARY FUNCTION

Reporting to the Program Operational Director, the Program Manager, Cardiac Services provides strategic and operational leadership to ensure the delivery of safe, high-quality, patient- and family-centered care across the cardiac program. The Manager leads through collaboration, evidence-informed practice, and continuous quality improvement, fostering a culture of excellence, accountability, and interdisciplinary teamwork.

The role is accountable for aligning clinical operations with KHSC’s strategic and corporate priorities, advancing quality and safety outcomes, and optimizing human and material resources to achieve efficient, sustainable program performance. The Program Manager actively engages physicians, professional practice, and support teams to enhance patient flow, access to care, and service delivery across the continuum.

In addition to program leadership, the Manager applies strong business and strategic acumen to support operational sustainability and growth. This includes developing business cases, identifying funding and partnership opportunities, and supporting program expansion through data-driven planning and performance monitoring. The Manager ensures that cardiac services remain responsive to evolving community needs while promoting innovation and financial stewardship within the program.

RESPONSIBILITIES & DUTIES INCLUDE:

Leads and Coordinates Cardiac Program Initiatives

• Provides strategic and operational leadership for cardiac program initiatives, translating priorities into measurable outcomes, supports growth opportunities, and applies business acumen to expand program capacity, enhance service offerings, and strengthen the program’s position within the healthcare system. Aligns clinical, operational, and corporate partners to support strategic growth and system-wide impact.

Coordinates and Oversees Clinical and Operational Excellence

• Ensures high-quality, safe, and compliant delivery of patient care and professional practice, leading quality improvement initiatives and incident follow-up to strengthen safety and performance.

Manages Human and Financial Resources

• Oversees staffing, workload, and budget management to optimize resources, maintain service quality, and achieve financial targets, while fostering staff development and accountability.

Promotes Professional Practice and Staff Engagement

• Fosters a collaborative, learning-oriented work environment that supports mentorship, education, professional growth, and strong engagement among staff and union partners.

Optimizes Patient Flow and Access to Care

• Collaborates with operational and clinical leaders to improve inpatient capacity, streamline patient flow, and ensure safe, timely access to care across the cardiac program.

BASIC QUALIFICATIONS:

• Undergraduate degree in Nursing or an Allied Health Profession. 


• Current member in good standing with a recognized health related regulatory body.


• Minimum five years related healthcare experience.


• Master’s degree in Nursing, Allied Health, Business/Health Administration or equivalent an asset. 


• Two years leadership experience preferred.

• Strategic and operational leadership across complex clinical programs.


• Advanced knowledge of quality improvement, patient safety, and evidence-informed practice.


• Strong business acumen, including budget management, cost-tracking analysis, and development of business cases.


• Effective resource planning, including staffing, workload management, and optimization of human and material resources.


• Skilled in multidisciplinary collaboration with physicians, professional practice teams, and external partners.


• Ability to lead change, manage performance, and foster engagement among unionized and non-union staff.


• Expertise in data interpretation for forecasting, demand planning, and performance monitoring.


• Strong communication skills for internal reporting, external liaison, and relationship management.


• Competence in navigating regulatory standards, clinical compliance requirements, and system-level priorities.


• High-level problem-solving and decision-making abilities within a complex healthcare environment.


• Proven ability to attend work regularly.


• Satisfactory criminal reference check and vulnerable sector search required.

PHYSICAL REQUIREMENTS:

The applicant must be able to meet the physical demands of this position.
